Introduction

Planning is a practical blacksmithing skill, not paperwork added after the craft. Before a bar is heated, cut, forged, joined, drilled, ground, finished or fitted, you need to understand what must be made, which revision of the information controls the job, which material and equipment are authorised, what hazards are created, who is competent to do each operation, what quality checks are required, and how the work fits the employment and consultation arrangements of the workplace.

In England, the current Blacksmith Level 3 occupational standard, reference ST0378 version 1.1, describes blacksmiths as using craft, art and skill to design, shape and join metal by hot forging and other metalworking processes for small-batch, bespoke and heritage work. It also expects knowledge of health and safety, materials, tools, equipment, manufacturing and repair processes, finishing, fitting, planning and time management.[1]

This module therefore treats planning as the point where craft intent, employment duties, worker voice, safe systems, resource efficiency and quality assurance meet.

Safety boundary for this aiMOOC: this course does not authorise you to light a forge, heat or forge metal, weld or thermally cut, use a power hammer or press, change an abrasive wheel, operate grinding machinery, handle fuel systems, or undertake any other hazardous process on your own. Practical work must take place only where you are trained, competent for the task, authorised, supervised as required, and working to the employer's approved risk assessment, safe system of work, manufacturer instructions and local workshop rules.

Rule of precedence: legislation in force, competent regulator guidance, contractual requirements, the current controlled drawing or job specification, manufacturer instructions, the employer's risk assessment and safe system of work, and direct workplace instructions from competent authorised people take precedence over this learning resource. If information conflicts, stop at the planning stage and escalate it. Never resolve a safety-critical contradiction by guessing.

Inclusive vocational learning

Good planning includes people. An apprentice or worker may need reasonable adjustments, accessible instructions, adapted communication, additional supervised practice or modified equipment so that disability or a health condition does not create an avoidable disadvantage. England apprenticeship guidance explicitly directs employers to consider reasonable adjustments.[2]

Evidence in this course can be produced through written notes, diagrams, photographs, recorded explanations or supervised observation where the learning outcome allows. No learner should be required to prove planning competence by carrying out an unauthorised hazardous operation.


Learning outcomes

By the end of the module, you should be able to:

  1. Job specification: extract function, quantity, dimensions, tolerances, finish, installation constraints and revision status from a controlled brief.
  2. Material planning: identify the required stock form and record material identity, quantity, storage needs, estimated forging allowance and expected waste.
  3. Process planning: create a logical high-level sequence with hold points, dependencies and responsibilities without inventing unsafe operating parameters.
  4. Work equipment: plan authorised tools and equipment, pre-use checks, inspection status and competence requirements in line with workplace controls.
  5. Risk assessment: identify significant hazards and apply the hierarchy of control before relying on PPE.
  6. Apprenticeship: distinguish an employment written statement, apprenticeship agreement and training plan in England.
  7. Collective bargaining: explain recognition, bargaining units, collective agreements and health-and-safety consultation in a workplace context.
  8. Quality assurance: select measurable checkpoints for dimensions, repeatability, fit, function, surface condition and documentation.
  9. Sustainability: reduce avoidable stock waste, rework, unnecessary energy use and unsuitable finishing choices.
  10. Professional communication: record assumptions, questions, changes and approvals so another competent person can understand the plan.


Occupational context: blacksmithing in England

Skills England's current Blacksmith Level 3 standard covers architectural ironwork, public art, gates and railings, decorative and functional objects, toolmaking, heritage metalwork conservation and site fitting. It also recognises that many blacksmithing businesses are small craft enterprises and that the occupation may combine workshop production with client, heritage and site requirements.[1]

Blacksmithing is not farriery

In everyday language, the occupations are sometimes confused. In this module, blacksmith means the craft occupation represented by Skills England ST0378. Farriery is a distinct occupation with its own animal-related practice, competence expectations and regulation. A qualification, job title or competence in one field is not treated here as automatic competence in the other.


Qualification, assessment and certification boundaries

Skills England currently lists Blacksmith ST0378 version 1.1 as an approved-for-delivery Level 3 apprenticeship standard in England, with a typical duration of 48 months and an end-point assessment arrangement.[1] Those facts describe the England apprenticeship route; they do not create a general licence to operate every item of forge, welding, cutting, grinding, pressing or lifting equipment.

A course certificate, apprenticeship result, prior qualification or evidence of craft experience does not by itself remove the employer's duty to decide whether you are trained, competent and authorised for a particular hazardous task. Equipment-specific training, site induction, supervision and other workplace requirements may still apply.

No automatic cross-country equivalence is claimed. If a learner presents a qualification, certificate or occupational title issued outside England, the employer, training provider or relevant competent body must check what recognition or comparison process is actually applicable. Do not translate a qualification title into an England job title and assume identical scope.


The planning model: brief to authorised start

Reading the job brief and working drawing

A blacksmithing plan should begin with the current approved information. Typical inputs include a client brief, working drawing, sketch, sample, conservation report, site dimensions, bill or cutting list, finish schedule and written workshop instructions.

Before you plan stock or processes, identify:

  1. Revision control: confirm that the drawing or digital file is the current controlled revision.
  2. Function: state what the finished metalwork must do, not only what it should look like.
  3. Quantity: distinguish a one-off commission from a repeat batch.
  4. Dimensions: identify critical dimensions and reference surfaces or points.
  5. Tolerance: record any permissible variation that is actually specified; do not invent a tolerance.
  6. Finish: identify required surface condition, coating, colour, texture or subcontract finish.
  7. Interfaces: note holes, fixings, mating parts, masonry, timber, hinges, frames or site features that affect fit.
  8. Installation: identify access, lifting, sequencing, interfaces with other trades and site permissions.
  9. Approval: mark questions that need designer, tutor, supervisor or client clarification before work continues.

BSI currently lists BS 8888:2025 Technical product specification and documentation as the current UK national standard in that subject, published 30 October 2025.[3] Use it only where the employer, client, contract or drawing system requires it. Do not reproduce proprietary standard content or assume that a different edition is interchangeable.


Materials and stock planning

This public-domain image shows assorted bar stock. It is a general metalworking image rather than an England compliance example. In a blacksmithing store you may encounter round, square and flat bar, plate, sections, fixings and other materials. The job specification, material identification system and workplace stock records determine what is acceptable for a particular job.

Do not identify an unknown steel by appearance, spark behaviour or assumption when the specification matters. If material grade, coating, previous use or contamination is uncertain, quarantine or escalate it according to workplace procedure.


Estimating stock without unsafe shortcuts

For a production plan, the quantity of stock is not simply the finished visible length. Your estimate may need to allow for deformation, trimming, test pieces, workholding, process loss, batch repeatability and any approved finishing allowance. The correct allowance comes from the drawing, workshop data, previous validated work, calculation, test pieces and competent supervision. This aiMOOC deliberately does not prescribe a universal percentage because blacksmithing geometries, materials and processes differ.

Tools, equipment and preparation

A planning list names equipment before it is brought into use. The purpose is to check suitability, availability, condition, inspection status, guards or controls, competence and sequence.

HSE's PUWER guidance says work equipment must be suitable for intended use, maintained in a safe condition, inspected where required, used by people with adequate information, instruction and training, and accompanied by suitable protective measures such as guarding, emergency stops or isolation where appropriate.[4]

A learner's pre-use check is not a substitute for statutory inspection, maintenance, examination or employer records. If the workplace requires inspection evidence, tagging or a maintenance log, confirm it before authorised use. A defect, missing guard, damaged control, abnormal noise, failed extraction check or overdue inspection is a stop-and-report condition, not a problem for an unqualified learner to repair.


Safety duties and risk controls

Blacksmithing can combine radiant heat, hot metal, fire, moving machinery, crushing, impact, flying particles, sharp edges, manual handling, awkward posture, noise, vibration, welding fume, grinding dust, gases, coatings and chemicals. The risk profile depends on the actual job and site.

Official rules and workplace instructions take precedence. A learner must not use this section as permission to begin hazardous work.


Hierarchy of control

HSE's PPE guidance places controls in the following order, from most to least effective: elimination, substitution, engineering controls, administrative controls and PPE. PPE is the last line, not a substitute for controlling the hazard at source.[5]

Do not select RPE by guesswork. Where tight-fitting RPE is required, selection, suitability, fit testing, training, maintenance and use must follow the employer's programme and competent advice.


Airborne contaminants and LEV

HSE states that all welding fume can cause lung cancer and that welding-fume exposure must be controlled. Its guidance includes avoiding or reducing fume-producing work where possible, LEV, suitable RPE where needed, general ventilation, maintained controls and training.[6]

HSE video — On-torch extraction: practical guidance, tips and advice. HSE issued this video in February 2026 to support control of welding-fume exposure using on-torch LEV. In this blacksmithing module it is a planning resource for recognising an engineering-control option; welding remains a separately trained and authorised activity.[8]


PPE and task-specific selection

HSE's current PPE guidance says that where PPE is necessary after risk assessment, employers must provide suitable PPE and information, instruction and training, and maintain and store it properly.[5] Blacksmithing PPE is task-specific. The correct protection for hot work may not be suitable near rotating machinery or for another process. Do not infer that gloves, a face shield, hearing protection or RPE are always required in the same combination. Follow the approved risk assessment and the supervisor's instruction.


Noise, vibration, manual handling and heat

Planning should consider exposure duration, task rotation only where it genuinely reduces exposure, equipment condition, engineering controls, work height, handling aids, team lifts where approved, hydration and thermal conditions, and health-surveillance requirements where the risk assessment identifies them. These are employer risk-management issues, not matters for an apprentice to self-certify.


Health-and-safety consultation and worker voice

In Great Britain, HSE explains that where an employer recognises a trade union, the Safety Representatives and Safety Committees Regulations 1977 apply and the union may appoint safety representatives whom the employer must consult on health-and-safety matters affecting represented employees. Where employees are not represented under that system, the Health and Safety (Consultation with Employees) Regulations 1996 apply, with direct or elected-representative consultation as appropriate.[9]

Important distinction: consultation is not permission to trade away statutory safety duties. A collective agreement, local custom or production target cannot lawfully replace the employer's duty to control workplace risks.


Employment and apprenticeship planning in England

An apprentice is working within an employment relationship as well as a training programme. Planning therefore includes knowing which document answers which question.

For Blacksmith Level 3 in England, Skills England currently lists version 1.1, Level 3, typical duration 48 months and a minimum 835 hours for compliance.[1] Those are standard details, not a promise that every apprentice has the same timetable or prior-learning adjustment.


Pay: a current-rate example, not a permanent figure

GOV.UK lists the rates from 1 April 2026 as £12.71 for age 21 and over, £10.85 for age 18 to 20, £8.00 for under 18 and £8.00 for the apprentice rate. The apprentice rate applies to apprentices under 19, or age 19 and over in the first year of their apprenticeship; after the first year, apprentices aged 19 or over are entitled to the minimum wage for their age.[12]

Planning practice: record the source and effective date whenever pay is discussed in a learning case. Rates change, normally each April, so do not copy a figure from an old worksheet into an employment decision.


Collective bargaining law and planning in England

Collective bargaining is where an employer and a recognised trade union negotiate agreements on matters such as pay and terms and conditions. Acas distinguishes it from consultation: in collective bargaining the parties negotiate an agreement; in consultation the employer remains responsible for the final decision.[13]

Acas says voluntary recognition can be agreed between the employer and union, including the bargaining unit and scope. If voluntary recognition is not achieved, an independent union may apply to the Central Arbitration Committee for statutory recognition if the statutory conditions are met.[14]


Current-law checkpoint: 2026 recognition changes

From 6 April 2026, the statutory recognition scheme in Great Britain was changed by the Employment Rights Act 2025. The Central Arbitration Committee states that the former likely-majority test was removed and a recognition ballot now requires a simple majority of votes cast rather than the former additional 40 per cent support threshold.[15]

Government business guidance updated 25 August 2026 says these trade union measures apply in England, Scotland and Wales and not Northern Ireland, and that further recognition changes are expected later in 2026.[16] Because future commencement can change, this course does not teach an announced October provision as current law on 1 September 2026.


Authentic blacksmith-workshop example

A small artistic-metalwork business plans to introduce a new shift pattern and a revised fume-control procedure for welding attachments to forged assemblies. The planning questions are different:

  1. Collective bargaining: if a recognised union's agreement covers working hours, the employer follows the agreed collective-bargaining procedure for the proposed shift change.
  2. Health and safety consultation: the employer consults the appropriate safety representatives or employees in good time about the health-and-safety implications and proposed controls.
  3. Risk control: the employer still has to meet statutory health-and-safety duties; neither side can bargain away the requirement to control hazardous fume.
  4. Training plan: if apprentices are affected, the employer and training provider check that work and planned training remain properly scheduled and supervised.
  5. Production plan: the blacksmithing job plan is updated only after authorised organisational and safety decisions are clear.

This example shows why employment relations and production planning belong in the same professional conversation without being the same legal process.


Step-by-step demonstration: planning a four-hook batch

Demonstration boundary: this is a planning demonstration only. It deliberately stops before heating or using hazardous machinery. The example product is a small batch of four decorative wall hooks made from workshop-approved low-carbon steel. The exact geometry, stock section, forging temperatures, machine settings, joining parameters, PPE and process controls are not supplied here; they must come from the controlled drawing and workplace system.


Step 1: verify the controlled brief

Read the job card and drawing. Confirm four pieces are required, identify the revision, required dimensions, mounting interface, finish, delivery condition and any installation constraint. Mark anything unclear.


Step 2: define quality-critical features

Identify the features that affect function and repeatability: for example overall projection, fixing-hole position if specified, flatness at a mounting face, consistent hook opening and the required visual finish. Use only specified tolerances or supervisor-approved workshop criteria.


Step 3: confirm material

Check the specified material against the store identification and record the stock source. Do not substitute unidentified bar because it looks similar.


Step 4: establish the approved allowance basis

Use the workshop's validated previous job, a supervised test piece, drawing information or a supervisor-approved calculation to determine the blank allowance. Record the basis rather than applying a universal percentage.


Step 5: prepare the cut list and batch logic

Record the number of blanks, approved blank size, material identity and expected reusable offcuts. Plan how blanks will stay identifiable and how a rejected piece will be separated from accepted work.


Step 6: write the high-level process sequence

Describe only the authorised process stages needed for planning, for example: prepare stock; forge or form under the approved safe system; cool or handle as specified; create required holes or features using the approved method; fit or join if specified; finish; inspect; label and store. Do not invent operating values.


Step 7: list tools, equipment and competence

Name the tools, forge or furnace, workholding, measuring devices, jigs, powered equipment, extraction and finishing equipment that the approved route requires. Against each item, record who may use it and what inspection or pre-use status must be verified.


Step 8: identify hazards and controls

Use the workplace risk assessment process. Consider hot material, fire, impact, ejection, machinery movement, pinch and crush points, sharp edges, noise, vibration, manual handling, fume, dust, gases, coatings and other substances that actually arise. Apply the hierarchy of control and link controls to the task.


Step 9: confirm the work area

Plan safe stock storage, access, walkways, hot-metal segregation, scale or swarf control, extraction position where applicable, waste containers, fire precautions and a clear place for gauges or templates. The supervisor decides whether the area is ready.


Step 10: establish quality hold points

Choose checks before irreversible stages. A typical plan may include material check before cutting, first-off comparison before the remaining batch proceeds, dimensional check before finishing, and final visual and functional inspection.


Step 11: consult and communicate

Confirm shift, supervision and training arrangements. Raise any health-and-safety concern through the workplace consultation route. If a recognised union or collective agreement is relevant to planned working arrangements, follow the agreed and legal process rather than making an informal side arrangement.


Step 12: stop at the authorisation hold point

Present the planning pack to the competent supervisor. Hazardous work starts only when the required approvals, controls, equipment status, competence and supervision are in place. A missing signature, unanswered safety question or unresolved drawing conflict means the plan is not released.


What good planning evidence looks like

A concise planning pack for the demonstration could contain:

Quality criteria for blacksmithing planning

Quality is not only surface appearance. A strong plan should make it possible to judge whether the finished work is fit for purpose and whether the process was controlled.

A handmade product can legitimately show controlled craft variation. The acceptable amount of variation comes from the design intent, drawing, sample, client brief and workplace quality standard, not from an assumption that "handmade" means "anything goes."


Sustainability and resource efficiency

Sustainable planning in a forge should support both craft quality and safe work. Useful actions include:

  1. Material efficiency: nest cut lengths, use suitable stock lengths and retain clearly identified offcuts that are genuinely suitable for future work.
  2. Right-first-time production: clarify drawings and use first-off checks to reduce avoidable scrap and rework.
  3. Energy planning: group compatible work only where the approved workshop method allows it, avoid unnecessary reheating, and use energy-intensive equipment only as the authorised plan requires.
  4. Maintenance: keep equipment in safe efficient condition through the employer's maintenance system; poorly maintained equipment can increase defects, downtime and waste.
  5. Finishing: specify only the surface treatment the product and environment require, and manage coatings, solvents, dust and waste through the relevant COSHH and waste controls.
  6. Waste segregation: keep metal scrap, contaminated waste and other waste streams separate according to workplace and contractor requirements.
  7. Durability: plan drainage, corrosion protection, fixings, access for maintenance and repair where the design permits.
  8. Repairability: for heritage or long-life work, consider whether parts can be maintained or replaced without unnecessary destruction of sound material.

Sustainability never justifies using unidentified material, bypassing extraction, keeping defective equipment in service or extending a heat beyond the approved process.


Authentic planning scenarios


Scenario A: a gate component for a heritage site

The drawing refers to an existing hinge and a conservation note. Before planning manufacture, you verify site dimensions, material requirements, finish, interface with existing fabric, access and approval authority. If a dimension is inconsistent between the drawing and site survey, you do not choose one silently; you raise a controlled query.


Scenario B: a small retail batch

A forge plans twelve decorative brackets. The quality challenge is repeatability. The plan therefore emphasises a first-off approval, a template or jig where appropriate, batch identification, stock allocation and a final comparison against the approved sample.


Scenario C: installation work

A railing panel is complete but requires fitting on site. Planning expands beyond the forge to transport, lifting, access, interface with other trades, public protection, site induction, permits and site-specific risk controls. Workshop competence does not automatically authorise every site activity.


Scenario D: workplace change and worker voice

An employer proposes changing the location of a welding bay and the shift on which apprentices practise joining. The production question, fume-control question, apprenticeship-scheduling question and collective-bargaining question must be separated and handled through the correct processes, then brought back together in the final authorised plan.

For observation, ask: Where might a controlled workpiece route, exclusion zone, pre-use check, guarding or machine-specific safe system matter? Which questions can you answer from the image, and which must be answered from the employer's current risk assessment and manufacturer information?
