That creates many possible pathways for biological, chemical, physical, and allergen hazards. HACCP helps you identify which hazards are significant, decide where control is essential, define measurable limits where appropriate, monitor the process, react to deviations, verify effectiveness, and keep useful records.

Vocational focus: Throughout this course you should think like a bakery professional. Ask: What is the product? Who will eat it? What ingredients are used? Which process steps change the risk? Where can contamination, survival, growth, cross-contact, or foreign-body introduction occur? Which controls belong to prerequisite programs, and which steps genuinely need to be CCPs?
The seven HACCP principles are internationally recognized. In the European Union, Regulation (EC) No 852/2004 requires food business operators, including bakeries, to put in place, implement, and maintain permanent procedures based on HACCP principles. HACCP as Part of a Bakery Food Safety System
What HACCP Does and Does Not Do
HACCP is a preventive system for food safety. It focuses on hazards that can cause illness or injury. It is not primarily a system for bread volume, crust colour, crumb structure, scoring quality, glaze shine, lamination definition, or yield, although process parameters may influence both safety and product quality.
A bakery should not try to turn every hygiene rule into a CCP. Effective HACCP depends on robust prerequisite programs (PRPs) such as cleaning and sanitation, personal hygiene, pest management, approved suppliers, preventive maintenance, potable water, waste control, chemical control, glass and brittle-plastic control, calibration, allergen management, traceability, and staff training. When these routine foundations are weak, a HACCP plan becomes overloaded and unreliable.

Professional rule: A CCP is a step at which control is essential to prevent or eliminate a significant food-safety hazard or reduce it to an acceptable level. Similar products in different bakeries may have different CCPs because equipment, formulations, layouts, customer groups, and process conditions differ.
Food Safety Culture in the Bakery
HACCP works only when people use it correctly during real production. Food safety culture means that management and staff consistently treat safe production as part of professional bakery workmanship. In practice this includes stopping a line when a critical limit is not met, reporting a damaged sieve or metal detector, refusing an unapproved substitute ingredient, updating allergen data when a recipe changes, documenting rework correctly, and not signing a monitoring sheet before the check has actually been performed.
Apprentices are part of the control system. You are expected to understand why checks are performed, how to perform them, what a deviation means, who must be informed, and which product must be placed on hold.
The Bakery Process Flow
Example Process for Bread and Rolls
A typical artisanal or production bakery may use the following process flow:
- Goods receiving: Flour, yeast, salt, seeds, improvers, fats, dairy ingredients, eggs, packaging, and cleaning chemicals arrive and are checked.
- Ingredient storage: Dry goods, chilled ingredients, frozen goods, and allergens are stored under defined conditions.
- Weighing and scaling: Ingredients are identified, weighed, and issued according to the formula and batch sheet.
- Mixing: Ingredients are mixed in a spiral, fork, planetary, or other mixer to form dough or batter.
- Bulk fermentation: Dough may rest or ferment before dividing.
- Dividing and moulding: Dough is scaled, rounded, sheeted, moulded, laminated, deposited, or panned.
- Proofing: Yeast-leavened products undergo final fermentation in a proofer or retarder-proofer.
- Baking: Products are baked in deck, rack, convection, tunnel, or other ovens.
- Cooling: Baked products cool before slicing, filling, coating, or packaging.
- Post-bake handling: Products may be sliced, injected, filled, iced, glazed, enrobed, decorated, or assembled.
- Packaging and labelling: Finished products are packed, date-coded, labelled, and checked for allergen information.
- Storage and dispatch: Ambient, chilled, or frozen finished goods are held and distributed under specified conditions.

A process flow must be verified on site. Walk the route during actual production. Include rework, returns, changeovers, temporary storage, manual transfers, cooling areas, slicers, filling stations, packaging, and waste routes. A flow diagram that ignores what operators really do cannot support a reliable hazard analysis.
Example Process for Cream-Filled Pastries
A cream-filled pastry often has a different risk profile from a plain crusty roll. A possible flow is: receiving → chilled storage of dairy/egg ingredients → weighing → mixing/lamination → proofing → baking → cooling → preparation of filling → filling/injection → decoration → chilled holding → display or dispatch.
Post-bake filling can be especially important because the filling and filling equipment may contact a ready-to-eat product after the oven step. The HACCP team must evaluate whether the product supports microbial growth, which ingredients are pasteurized, how long the product remains in the temperature range that permits growth, how equipment is cleaned, how shelf life is established, and which controls are necessary.
Hazard Analysis in the Bakery
Biological Hazards
Biological hazards include pathogenic bacteria, viruses, moulds, parasites, and microbial toxins where relevant to the product. Bakery-specific examples include:
- Raw flour: Flour is a raw agricultural ingredient and is not inherently sterile. Pathogenic Escherichia coli and Salmonella have been associated with raw flour. Avoid tasting raw dough or batter, control flour dust spread, and prevent raw flour from contaminating ready-to-eat post-bake areas.
- Egg safety: Raw shell egg or unpasteurized egg ingredients may introduce Salmonella. For fillings, mousses, icings, or other components that receive no validated kill step, pasteurized egg products may be required by the bakery's risk assessment or legal specification.
- Dairy and cream fillings: Custard, whipped cream, dairy fillings, and other high-moisture components may require strict chilled storage, hygienic handling, validated shelf life, and protection from post-process contamination.
- Post-bake contamination: Slicers, cooling racks, piping bags, depositors, injectors, hands, cloths, and utensils can recontaminate products after baking.

The raw-flour hazard is particularly important in bakery training because flour appears dry and harmless. Professional practice treats raw flour, raw dough, and raw batter as raw materials until an appropriate validated processing step has controlled the relevant hazard.
Chemical Hazards
Chemical hazards may include:
- Cleaning agent residues caused by incorrect dilution, poor rinsing where required, or chemical containers stored near ingredients.
- Lubricants or hydraulic fluids from poorly maintained mixers, dividers, laminators, conveyors, or slicers.
- Incorrect dosing of additives, improvers, preservatives, colours, processing aids, or ingredients with maximum legal levels.
- Mycotoxins or other contaminants in raw materials where supplier specifications and regulatory controls are relevant.
- Migration or contamination from unsuitable food-contact packaging.
- Undeclared allergens, which are often managed as a separate allergen hazard category because of their importance.
Chemical-control PRPs should include approved chemicals, labelled containers, controlled storage, dosing instructions, safety data information where applicable, and trained personnel.
Physical Hazards
Physical hazards can injure consumers. Examples in bakeries include:
- Metal fragments from worn mixer tools, wire brushes, broken blades, damaged sieves, screws, bearings, slicers, or maintenance work.

- Hard or brittle plastic from scrapers, covers, guards, trays, or packaging components.

Allergen Hazards
For many bakeries, allergen management is one of the most demanding safety topics because recipes change frequently and common bakery ingredients include cereals containing gluten, eggs, milk, sesame, nuts, peanuts, soy, and other regulated allergens depending on the market.


In the European Union, 14 allergen categories listed in food-information law must be declared when used as ingredients. Bakery staff must control both intentional presence and the risk of unintended cross-contact. Professional allergen management includes:
- Approved recipe and ingredient specifications with current allergen information.
- Segregated or controlled storage of allergenic ingredients.
- Clear identification of part-used bags, tubs, scoops, and rework.
- Production scheduling where useful, for example products with fewer allergens before products with more allergenic ingredients.

Prerequisite Programs for a Bakery
Personal Hygiene and Hand Hygiene
Hands can transfer microorganisms and allergens to food-contact surfaces and ready-to-eat products. Bakery handwashing rules should define when hands must be washed, where handwash stations are located, which protective clothing is required, and how illness or infected wounds are reported.

Gloves do not replace hand hygiene. A dirty glove can spread contamination just as a dirty hand can. Glove use must therefore be defined by task, changed when contaminated, and combined with correct handwashing.
Cleaning and Sanitation
Cleaning removes soil such as flour, fat, egg, cream, chocolate, dough residues, and allergen-containing material. Sanitizing or disinfection, where required, reduces microorganisms to an acceptable level. The exact method depends on equipment, food soil, chemical, surface, and product risk.
Professional bakery sanitation should include a written master cleaning schedule stating:
- What must be cleaned.
- Who is responsible.
- Which method and chemical are used.
- Concentration, contact time, temperature, and rinsing requirements where applicable.
- Frequency.
- Safety precautions.
- How completion and effectiveness are verified.
Dry-cleaning methods may be appropriate in some dry bakery areas because unnecessary water can spread flour paste, support microbial niches, or create slip hazards. Wet cleaning may be required in cream rooms, utensil wash areas, or other wet-process zones. The chosen method must match the hygienic design and food-safety risk.
Pest Control and Waste Management
Flour, seeds, nuts, dried fruit, crumbs, warmth, and hidden equipment voids can attract stored-product insects, rodents, and other pests. Keep ingredients off the floor where required by site procedure, inspect packaging, rotate stock, close doors, maintain building fabric, remove waste promptly, and investigate pest evidence. Pest-control records should support trend analysis rather than simply showing that a contractor visited.
Maintenance, Calibration, and Hygienic Design
A loose mixer bolt, cracked scraper, worn belt, damaged seal, broken thermometer, or incorrectly calibrated probe can create a food-safety hazard or destroy confidence in monitoring data.

Calibration should cover devices whose accuracy matters to food safety, such as temperature probes, data loggers, scales used for safety-critical ingredient dosing, or detectors. Verification checks should be performed at a frequency justified by risk, manufacturer instructions, use, and legal or quality-system requirements.
Maintenance work in an open production area requires line clearance, control of tools and parts, protection of exposed product, and a documented post-maintenance hygiene/inspection release where appropriate.
Supplier Approval and Goods Receiving
Receiving is not just a stock-control task. Bakery staff should check the correct ingredient and supplier, packaging integrity, lot or batch information, allergen status, temperature where relevant, contamination or infestation, date coding, and conformance with specification.

For high-risk or safety-critical ingredients, supplier approval may include questionnaires, certification, certificates of analysis, audit results, microbiological specifications, contaminant limits, allergen statements, and notification-of-change agreements.
The Seven HACCP Principles Applied to Bakery Work
Principle One: Conduct a Hazard Analysis
For every ingredient and process step, identify potential hazards and decide which are significant. Consider both likelihood and severity using the bakery's approved risk method. Then identify control measures.
A good hazard analysis is specific. Instead of writing "bacteria at baking", write a hazard statement such as "survival of pathogenic bacteria potentially present in raw flour if the validated baking process is not achieved." Instead of "allergens at packing", write "undeclared milk due to use of the wrong packaging film after product changeover."
Questions for apprentice bakers:
- What can go wrong at this step?
- What is the source of the hazard?
- Is the hazard reasonably likely or otherwise significant under the bakery's risk method?
- Which preventive or control measures already exist?
- Does the control belong to a PRP, or does the step require CCP evaluation?
- What evidence supports the decision?
Principle Two: Determine Critical Control Points
A CCP is not chosen because a step looks important or because an auditor expects a certain number of CCPs. The HACCP team determines CCPs after identifying significant hazards and considering available controls.
Possible bakery examples that may become CCPs in some operations include:
- A validated baking or heat-treatment step intended to control pathogens in a specific product.
- Chilled storage or cooling for a specific ready-to-eat, high-moisture bakery product where time-temperature control is essential to prevent unacceptable microbial growth.
- A metal-detection step where the hazard analysis determines it is essential to control metal contamination and no later step provides equivalent control.
- A formulation step where precise addition of a safety-critical ingredient is essential to achieve a validated pH, water activity, preservative concentration, or other safety parameter.
These are examples, not automatic CCP assignments. In another bakery the same hazard may be controlled effectively by PRPs or a different step.
Principle Three: Establish Critical Limits
A critical limit separates acceptable from unacceptable operation at a CCP. It must be measurable or observable, scientifically justified, and validated for the specific product and process.
Examples of possible parameters include:
- Product core temperature and holding time.
- Oven time-temperature profile.
- Maximum product temperature during chilled storage.
- Maximum time outside temperature control.
- pH or water activity.
- Detector sensitivity to specified test pieces.
- Concentration of a safety-critical additive.
Do not copy a limit from another bakery without evidence. A 500 g tin loaf, a laminated pastry, a cheesecake, and a filled doughnut have different formulations, dimensions, moisture profiles, and hazards. Critical limits must be appropriate for the actual process.
Principle Four: Establish Monitoring
Monitoring is the planned sequence of observations or measurements used to determine whether the CCP is under control. A monitoring instruction should answer:
- What is measured or observed?
- How is it measured?
- Where is it checked?
- When and how often is it checked?
- Who performs the check?
- Where is the result recorded?
- What happens immediately if the critical limit is not met?
Monitoring must be practical during a busy production shift. If a procedure cannot be performed consistently at production speed, it needs redesign.
Principle Five: Establish Corrective Actions
A deviation means a critical limit has not been met. Corrective action must address both the process and the product.
A robust bakery corrective-action instruction should state:
- Stop or stabilize the affected process.
- Identify and place affected product on hold from the last acceptable check or other scientifically justified boundary.
- Restore control, for example by correcting settings, replacing a faulty probe, or repairing equipment.
- Evaluate product disposition using qualified personnel and validated criteria.
- Decide whether product can be safely reprocessed, must be downgraded for a safe alternative use, or must be disposed of.
- Record the deviation, cause, action, product quantity, lot identification, and release or disposal decision.
- Investigate recurrence and update the HACCP system if necessary.
Never release held product merely because it "looks baked" or "probably stayed cold enough." Product disposition must be based on evidence.
Principle Six: Establish Verification and Validation
Monitoring asks: Is the CCP under control right now?
Verification asks: Are we following the HACCP plan and is the system functioning as intended?
Validation asks: Can the selected control measure and critical limits actually control the identified hazard?
Verification activities can include record review, direct observation of monitoring, probe calibration checks, internal audits, allergen-cleaning verification, detector challenge tests, review of complaints, microbiological trend review, and HACCP plan review after changes.
Validation may rely on scientific literature, legal standards, equipment/process studies, challenge studies, competent expert input, in-plant measurements, or other technical evidence. For example, a bakery should have evidence that the selected baking process controls the relevant hazard throughout the least-heated part of the product.
Principle Seven: Establish Documentation and Records
Records should demonstrate what actually happened. Typical bakery HACCP records include:
- Approved product descriptions and intended use.
- Verified process flow diagrams.
- Hazard-analysis worksheets.
- CCP determination records.
- Critical-limit validation evidence.
- CCP monitoring sheets or digital logs.
- Corrective-action and product-hold records.
- Calibration and verification records.
- Allergen matrices and label checks.
- Cleaning and sanitation records.
- Supplier and incoming-goods records.
- Traceability and recall-test records.
- Training records.
- HACCP review and change-control records.
A completed record should be legible, dated or time-stamped, attributable to the person who performed the task, protected from unauthorized alteration, and retained according to the bakery's legal and company requirements.
Bakery-Specific HACCP Scenarios
Scenario: Crusty Bread
Consider a crusty wheat loaf produced from flour, water, salt, yeast, and sourdough. Raw flour may carry pathogens. The bakery prevents tasting raw dough, segregates raw flour from post-bake handling, and validates the baking process. After baking, loaves cool on clean racks before packing.

Hazard-analysis questions:
- Is the baking step specifically relied upon to control pathogens from flour?
- What evidence validates the baking parameters?
- How is the process monitored in routine production?
- Can raw flour dust reach cooled ready-to-eat loaves?
- Are cooling racks protected from contamination?
- Does slicing introduce a new foreign-body or hygiene hazard?
Scenario: Seeded Rolls
Seeded rolls may contain wheat, sesame, milk, soy, or other allergens. The major practical risk may be an allergen-profile change during topping, rework, or packaging. A tray of sesame rolls placed on a line scheduled for plain rolls can turn a simple production error into a consumer-safety incident.
Controls can include colour-coded or clearly labelled ingredient bins, controlled seed applicators, scheduling, line clearance, validated cleaning, rework segregation, and label verification.
Scenario: Cream-Filled Doughnuts
A doughnut may be fried or baked, cooled, filled with a ready-to-eat cream, glazed, then held for sale. The post-bake filling step can bypass the lethality of baking. The HACCP team must therefore evaluate filling formulation, pasteurization status of ingredients, sanitation of the filler, exposure time, chilled storage where required, shelf life, and contamination after the cook step.
A professional answer does not automatically declare "filling = CCP." You first determine the significant hazards, assess PRPs, and then identify whether control at that step is essential.
Scenario: Metal Detection After Slicing
A high-speed bread line uses a slicer followed by packaging and metal detection. The hazard analysis identifies potential metal fragments from slicer blades and mechanical wear. If the detector is the essential control, the plan must define validated detector capability, product effect, challenge-test procedure, frequency, rejected-product handling, response to detector failure, and the product hold window since the last satisfactory check.
The reject bin must be secure. A reject that is simply returned to the line without investigation defeats the control.
Control of Cooling, Filling, and Ready-to-Eat Areas
Cooling is a transition from hot processed product to ready-to-eat handling. Open loaves, rolls, cakes, pastry shells, and biscuits may be exposed to air, racks, trays, hands, condensate, pests, or raw flour dust.
Professional bakery zoning may separate raw-material handling from post-bake areas. Where full physical segregation is not possible, use traffic rules, cleaning schedules, dedicated tools, controlled airflow where relevant, covered ingredients, protected racks, and time-based separation.
For products requiring chilled control, define the product-specific cooling and storage requirements from validated safety evidence and applicable law. Do not assume that every baked good requires refrigeration: many breads and low-moisture products are shelf-stable, while cream, custard, cheese, meat, or other moist fillings can change the risk substantially.
Allergen Changeover in Practice
Imagine that a bakery produces plain wheat rolls, milk rolls, sesame rolls, and nut pastries on shared equipment. A changeover procedure should include:
- Confirm the next production order and approved recipe.
- Remove previous ingredients, open containers, labels, and rework.
- Identify allergen differences between the previous and next products.
- Clean the mixer, divider, moulder, conveyor, depositor, topping station, trays, and work surfaces according to the validated method.
- Inspect hard-to-clean niches, seals, scrapers, hoppers, and transfer points.
- Verify cleaning where required using an appropriate method.
- Release the line only after acceptable clearance.
- Load the correct packaging and label.
- Perform a start-up label and allergen check.
- Record the changeover and any deviation.
In bakery practice, small particles such as sesame seeds, nut fragments, milk powder, flour, or chocolate inclusions can remain in hoppers and transfer points. Visual inspection is useful but may not always be sufficient to verify allergen removal; the bakery must choose verification methods appropriate to the risk.
Traceability, Withdrawal, and Recall
Traceability allows the bakery to connect finished products with ingredient lots, packaging, production date, line, and distribution or customer information. A useful system should answer two urgent questions: Which finished products used the affected ingredient? Where did those products go?
A mock recall tests whether the system works under realistic pressure. It should evaluate speed, completeness, batch coding, ingredient-to-finished-product linkage, customer/distribution data, quantity reconciliation, communication responsibilities, and decision-making.
Bakery rework is a common traceability challenge. Rework should be uniquely controlled so that its allergen profile, batch origin, age, storage condition, and permitted destination are known.

Professional Decision-Making: PRP or CCP?
A common apprentice mistake is to label every control as a CCP. Use disciplined reasoning:
- If personal hygiene is generally required throughout the bakery, it is normally part of PRPs rather than a separate CCP at every step.
- If a validated heat process is the only essential control for a significant pathogen hazard, it may be a CCP.
- If metal risk is controlled by preventive maintenance, sieving, magnets, and equipment inspection, the HACCP team may decide a metal detector is not a CCP in a particular process; in another process it may be.
- If allergen mislabelling is the significant hazard and the final label check is the essential point preventing release, the bakery may classify that control according to its chosen HACCP methodology and legal framework.
- The decision must be documented, justified, and consistent with the bakery's HACCP method.
When the Bakery Changes
Review the HACCP plan whenever a significant change occurs, including:
- New product or recipe.
- New allergen or ingredient supplier.
- New oven, mixer, divider, slicer, depositor, freezer, retarder, or packaging line.
- Change in product size, bake profile, cooling method, or shelf life.
- New packaging material or atmosphere.
- New cleaning chemical or sanitation method.
- Layout or zoning change.
- Repeated deviations, complaints, test failures, or audit findings.
- New scientific information or legal requirements.
Change control should happen before routine production where possible. A new 1 kg loaf cannot automatically inherit the validated baking parameters of a 500 g loaf.
