Introduction

Transport documentation is the set of records that tells the people and systems in a supply chain what is being moved, who is responsible for it, where it is going, under which conditions it is carried, and what evidence is available if something goes wrong. In vocational practice, correct documents help warehouses release the right goods, carriers accept the correct shipment, customs authorities assess declarations, customers receive what they ordered, and companies prove what happened.

A document does not become correct simply because every box is filled in. Errors can cause delay, additional handling, customs questions, rejected cargo, incorrect billing, misdelivery, or disputes. A wrong address can send cargo to the wrong terminal. A weight mismatch can affect planning and safety. A missing seal number can weaken the chain of custody. An inaccurate goods description can lead to customs or dangerous-goods problems.

Parties and responsibilities

The exact legal responsibility depends on the contract, transport mode, route, and law. In day-to-day work, you should still be able to recognise the main roles.

You should never assume that the person who types a document is automatically the person legally responsible for every statement in it. Follow your company procedure and the current rule set for the shipment.

The same shipment may need documents from several families. A packing list does not replace a commercial invoice, and a commercial invoice does not replace a transport document.


Main Transport and Shipping Documents


Road freight: the CMR consignment note

The CMR Convention governs many international road carriage contracts when the Convention applies. The CMR consignment note records important information about the consignor, carrier, consignee, goods, places of taking over and delivery, and other carriage details. The note is evidence connected with the contract of carriage and the receipt of goods; it is not a negotiable document of title.

In practice, you should check that names and addresses are complete, package counts and goods descriptions match the physical shipment, weights use the correct units, collection and delivery places are clear, and reservations or observations are recorded when necessary. For cross-border road work, requirements may also arise from customs, security, or dangerous-goods rules.

The UNECE explains that the CMR system has also been extended toward electronic consignment notes through e-CMR. An electronic workflow does not remove the need for accurate data; it changes how the data is created, exchanged, signed, stored, and presented.

Sea freight: bill of lading and sea waybill

A bill of lading is one of the most important documents in maritime trade. It commonly serves as a receipt for goods and evidence of the contract of carriage. Depending on the type and legal context, a bill of lading can also function as a document of title. This title function is a major reason why original bills of lading require careful control.

A sea waybill also records sea carriage and receipt of the goods, but it does not function as a negotiable document of title. This distinction matters when deciding how cargo can be released at destination.

Typical checks include shipper and consignee data, notify party where used, ports or places of receipt and delivery, package count, cargo description, gross weight, container numbers, seal numbers, freight terms, and carrier references. Shipping instructions should be checked carefully before the carrier issues the final document.


Air freight: the air waybill

An air waybill, usually abbreviated AWB, is the core transport document for air cargo. IATA describes the AWB as the contract of carriage between the shipper and the airline. An AWB is non-negotiable and is not a document of title.

Air cargo depends on accurate and timely data because shipments can move quickly through several handling points. You should check the shipper and consignee, routing, airport and carrier information, package count, weight, goods description, handling information, charges where relevant, and the AWB number.

The industry is increasingly using the electronic air waybill or e-AWB. IATA states that e-AWB removes the need for a paper AWB where the relevant electronic process applies.

Rail and multimodal transport

Rail freight uses consignment notes whose exact form and legal basis depend on the route and applicable rail regime. In Europe and neighbouring regions you may encounter references such as CIM or SMGS. In multimodal transport, one operator or forwarder may issue a document covering more than one transport mode.

Your key workplace skill is not to guess the correct form from the vehicle alone. First determine the contractual route, carrier or multimodal operator, countries involved, and company procedure. Then use the correct document set for that movement.


Commercial invoice and packing list

The commercial invoice is a seller-to-buyer commercial document and an important customs support document for many international shipments. It commonly contains seller and buyer details, invoice number and date, a clear description of the goods, quantity, price, total value, currency, country of origin where required, and other trade information. An HS or tariff code may also be shown where appropriate.

The packing list focuses on the physical packing. It can show the contents of each package, package type, marks and numbers, dimensions, and net and gross weights. Customs, warehouses, forwarders, and receivers can use it to locate and check goods. It is not a substitute for the commercial invoice.

A strong cross-check is to compare the invoice and packing list line by line. The goods description, quantity, package count, and weight logic should make sense together. If a document says ten cartons but the warehouse presents eleven, the discrepancy must be resolved before release according to workplace procedure.

Customs and temporary admission documents

International movements may require customs declarations and supporting records. Requirements depend on the countries, customs procedure, value, origin, commodity, and purpose of the movement. Transport staff should understand the data they supply to customs specialists, but should not invent classifications, values, origins, or procedure codes.

An ATA Carnet is an international customs document used for temporary admission of eligible goods in participating systems, for example certain professional equipment, exhibition goods, or commercial samples. It is often described as a passport for goods. It does not replace every other transport or commercial record.

A key principle is that customs data should agree with the commercial and transport records. If a customs declaration identifies a different commodity, quantity, country of origin, or value from the supporting documents, the shipment may be stopped for clarification.


Dangerous-goods documentation

Dangerous goods require special care because documentation is part of the safety system. The exact information and form depend on the mode of transport, classification, quantity, packaging, and applicable regulations. Under road ADR, transport documentation can require the UN number, proper shipping name, class, packing group where assigned, and quantity information. Air and sea transport have their own current rule sets and may require additional declarations.

Only trained and authorised personnel should classify dangerous goods or complete regulated dangerous-goods declarations. You should use the current regulation, company procedure, and specialist guidance rather than copying an old form.

Labels, marks, references, and seals

Transport documentation is connected to physical identifiers on the cargo. A package label, pallet ID, container number, vehicle or trailer reference, and seal number allow people to link a physical item to an electronic or paper record.

A seal number is especially useful for chain-of-custody checks. The number recorded at loading should match the seal actually fitted. At handover or unloading, staff should follow procedure if the seal is missing, damaged, or different from the recorded number.

Do not confuse a seal with proof that the contents are correct. A seal only helps indicate whether a secured closure appears to have remained intact after the recorded sealing event. Correct packing, counting, and documentation are separate controls.

Cross-document consistency

A professional document check asks whether the complete document set tells one coherent story. You should compare the important facts, not only spelling.

For example, suppose a packing list shows 24 cartons with a gross weight of 960 kg, while the transport booking shows 20 cartons and 800 kg. That is not a small formatting issue. It may mean the booking is outdated, the packing list is wrong, or the physical shipment changed. The shipment should be corrected through the responsible process before the documents are finalised.

Useful cross-check questions include: Is the consignee the same legal party on all relevant records? Do package counts and weights agree? Are container and seal numbers correct? Does the goods description match the invoice and customs data? Is the route still current? Have special handling requirements been transferred into the carrier's instructions?


Dates, signatures, and evidence

Dates show sequence. A booking date, pickup date, invoice date, document issue date, departure date, customs acceptance time, and proof-of-delivery time can all describe different events. Do not replace one with another simply because a system requires a date field.

Signatures may confirm issue, acceptance, handover, receipt, or a declaration. Electronic systems can use electronic signatures, identity controls, timestamps, or other methods. The exact legal effect depends on the document and applicable law. Your practical task is to know what the signature or digital approval is intended to prove.

  1. Order processing: Confirm the customer order, parties, goods, quantity, delivery terms, and required service.

The e-CMR moves road consignment information into an electronic process. The e-AWB replaces the paper air waybill in qualifying air-cargo workflows. Electronic bills of lading are also developing in maritime trade. Data may move through portals, electronic data interchange, APIs, carrier systems, customs systems, and shared platforms.

A digital document should not be treated as a picture of paper only. Good digital processes allow data to be reused, validated, updated, and exchanged while preserving authenticity and traceability. This is why consistent identifiers and standard data models matter.

The warehouse has a packing list showing 24 cartons and 960 kg gross weight. The commercial invoice shows the correct customer and product value but still contains an old delivery address. The transport booking shows 20 cartons and 800 kg because it was created before final packing. A seal is fitted after loading.

Your professional response is to reconcile the data before final release. The commercial invoice needs the authorised current address, the booking must be updated to the final package count and weight, and the CMR data should be prepared from the corrected shipment information. The seal number should be recorded in the correct operational or transport record. Customs data should be based on the final authorised commercial information. The obsolete versions should not remain in uncontrolled use.
