Introduction
Digital citizenship is the ability to participate actively, responsibly, critically, safely, and respectfully in a society shaped by digital technologies. For learners in Grades 11–13, this goes beyond basic internet safety. You are expected to understand how your choices affect your identity, other people, institutions, democratic participation, and the information environment.
The Council of Europe groups digital citizenship into three broad areas: being online, well-being online, and rights online. These areas connect technical competence with ethics, media and information literacy, participation, privacy, security, consumer awareness, and human rights. A mature digital citizen does not simply avoid risks; a mature digital citizen uses technology deliberately to learn, create, communicate, solve problems, and contribute to society.

The network image above is a useful reminder that online actions take place in systems of relationships. A post, message, image, recommendation, purchase, or vote can reach people far beyond the person who first created it. Digital citizenship therefore requires you to think about both individual choices and network effects.

A Framework for Digital Citizenship
The Council of Europe describes ten digital citizenship domains under three umbrellas. Being online includes access and inclusion, learning and creativity, and media and information literacy. Well-being online includes ethics and empathy, health and well-being, and digital presence and communication. Rights online includes active participation, rights and responsibilities, privacy and security, and consumer awareness.
This framework is useful because the domains overlap. A privacy decision can affect your security, identity, and freedom of expression. A recommendation algorithm can affect your information diet, emotional well-being, consumer choices, and political awareness. A respectful online discussion can combine media literacy, empathy, civic participation, and communication skills.
Being Online: Access, Learning, and Information
Digital participation depends on more than owning a device. It also depends on reliable connectivity, accessibility, language, skills, time, money, and confidence. The Digital divide can therefore describe differences in access, quality of access, and the ability to use digital tools effectively.
For you as an upper-secondary learner, digital inclusion also means designing documents, videos, websites, and discussions so that other people can participate. Clear structure, captions, readable contrast, alternative text, accessible file formats, and respectful language make digital spaces more usable for a wider range of people.
Learning and creativity online include searching, collaborating, programming, publishing, making art, analyzing data, and building communities. These opportunities come with responsibilities: check evidence, credit sources, protect other people's privacy, and consider how your work may be reused or misunderstood.
Well-Being Online: Ethics, Empathy, and Balance
Well-being online is not simply a matter of counting screen minutes. A better question is what a digital activity does for your learning, relationships, health, sleep, attention, creativity, and sense of control. A long online research session may be valuable, while a short period of compulsive scrolling may leave you distracted.
Ethics and empathy require you to recognize that there are real people behind profiles and messages. Text can hide tone and context, while screenshots can remove a statement from its original setting. Before responding, ask what you know, what you are assuming, who could be affected, and whether a public reply is the most constructive choice.
Rights Online: Participation, Privacy, and Responsibility
Human rights do not disappear when communication moves online. Freedom of expression, privacy, equality, access to information, and protection from discrimination remain relevant in digital environments. At the same time, rights come with responsibilities toward other people and communities.
In the European Union, the General Data Protection Regulation provides important rights over personal data, including the right to be informed, access, rectification, erasure in defined circumstances, restriction of processing, portability, objection, and protections related to certain automated decisions. The Digital Services Act adds platform duties concerning reporting illegal content, advertising transparency, recommender-system transparency, and stronger protection of minors. Laws vary by country and context, so a responsible citizen distinguishes general principles from specific legal advice.
Digital Identity and Digital Footprints
Your digital identity is the collection of signals through which you are represented online. Some signals are chosen by you, such as a profile description or portfolio. Others are produced by your behavior, such as likes, search activity, comments, purchases, location data, or the people and organizations that mention you.
A digital footprint is the trace of information connected with your digital activities. It can be intentional, such as publishing a video, or less visible, such as technical logs and behavioral data. A footprint is not automatically negative. A thoughtful portfolio, constructive forum contributions, open-source work, or a well-documented project can support your academic and professional reputation.
Before posting, consider the likely audience, the possible future audience, the sensitivity of the content, the rights of other people shown or named, and whether you would be comfortable with the content being copied out of context. Deleting a post may reduce its visibility, but it cannot guarantee that all copies, screenshots, backups, or references disappear.
Identity management is active. Search for your public presence periodically, review old accounts, update privacy settings, remove outdated material where possible, and create positive evidence of your interests and achievements. Do not confuse a curated online identity with your full identity as a person.
Privacy, Personal Data, and Cybersecurity
Privacy concerns appropriate control over information about yourself and others. Security concerns protecting devices, accounts, communications, and data against unauthorized access or damage. The two are closely related: a weak password can create a privacy breach, while oversharing can make social engineering easier.

Personal data can include obvious identifiers such as your name, address, and identification number, but also less obvious data such as device identifiers, location histories, browsing behavior, photographs, voice recordings, and combinations of details that can identify or profile a person.
A practical privacy habit is data minimization: share only what is needed for a legitimate purpose. Before granting an app access to contacts, photos, microphone, camera, or location, ask why the permission is needed, whether it is necessary for the function you want, and whether there is a less intrusive option.
Account Security and Authentication
Good account security reduces the chance that one compromised service leads to many more problems. Use long, unique passwords or passphrases for different accounts, store them in a reputable password manager where appropriate, enable multifactor authentication, keep devices and applications updated, and protect recovery methods.

Multifactor authentication adds another form of proof beyond a password. This can significantly reduce risk when a password is guessed, reused, or stolen. No security measure is perfect, so combine strong authentication with careful account recovery settings, software updates, and awareness of social engineering.
Phishing and Social Engineering
Phishing is an attempt to trick you into revealing information, sending money, opening a malicious file, or visiting a fraudulent site. Attackers often imitate trusted organizations and create urgency, fear, curiosity, or authority pressure.

Useful warning signs include an unexpected request, pressure to act immediately, a mismatched or suspicious sender address, a link destination that differs from the visible text, unusual payment instructions, or a request for secrets that a legitimate organization should not need by message.

When in doubt, do not use the link or contact details in the suspicious message. Open the service independently using a known address or official app, and verify the request through a trusted channel. Report suspected phishing using the tools provided by your school, employer, mail service, or platform.

Media and Information Literacy
Media and information literacy is the ability to access, analyze, evaluate, create, and communicate information critically. In a fast-moving information environment, the key challenge is not merely finding information; it is judging who produced it, for what purpose, with what evidence, and how it compares with independent sources.
Misinformation is false or inaccurate information shared without necessarily intending harm. Disinformation is false or misleading information created or shared deliberately to deceive. Both can spread rapidly when content is emotionally charged, socially rewarding, or algorithmically amplified.
A Verification Routine
When you encounter an important claim, pause before sharing it. Identify the original source if possible, investigate who is behind the source, examine the evidence, check the date and context, and compare the claim with independent reliable sources. For images and videos, look for the earliest known version, contextual clues, editing artifacts, or reporting from organizations that can verify the event.
Professional fact-checkers often leave a page to learn about the source from other sources. This practice is sometimes called lateral reading. It is more reliable than judging credibility only from a website's design, domain name, or confident tone.
A healthy information habit combines skepticism with openness. Skepticism asks for evidence; cynicism assumes that nobody can be trusted. Good digital citizenship requires you to update your view when better evidence appears.
Bias, Framing, and Context
Every act of communication involves selection. A headline selects one angle. A photograph selects one moment. A chart selects variables and scales. A platform selects which posts appear first. Bias does not automatically mean that a source is false, but it is a reason to examine assumptions, missing perspectives, incentives, and evidence.
Distinguish fact, interpretation, opinion, and prediction. A single post may contain all four. When discussing controversial issues, represent competing claims accurately, identify where evidence is strong or uncertain, and avoid turning disagreement into personal attacks.
Algorithms, Platforms, Persuasion, and AI
Digital platforms use algorithms to rank, recommend, filter, moderate, and personalize content. These systems can help you find relevant information, but they also shape attention. The exact ranking logic is often complex, changes over time, and may use many signals, so avoid simplistic claims that an algorithm has one single motive or effect.
Your feed is not a neutral window on the world. It is a constructed selection. If you rely on one platform or one social group, you may encounter repeated viewpoints while missing others. Deliberately diversify your sources, follow primary documents when possible, and compare coverage from organizations with different perspectives.
Persuasive design uses interface choices to influence behavior. Notifications, streaks, autoplay, default settings, limited-time offers, and social proof can make a service easier or more engaging, but they can also push users toward choices they did not carefully consider. Learn to notice the design choice and ask whose goal it serves.
Generative Artificial intelligence can create text, images, audio, code, and video. These tools can support brainstorming and learning, but their outputs can contain errors, fabricated citations, hidden bias, or misleading synthetic media. Treat AI output as material to verify, not as automatic evidence. Follow your school's rules for disclosure and academic integrity, and do not upload confidential or personal information to tools without understanding the data policy.
When publishing AI-assisted work, be transparent when the use is relevant to trust, authorship, or assessment. If an AI-generated image or voice could reasonably be mistaken for a real event or real person, clear labeling and context are important ethical safeguards.
Ethics, Empathy, Cyberbullying, and Harm
Online communication can intensify conflict because content can be persistent, searchable, replicable, and visible to large audiences. Harm can also be multiplied by bystanders who like, forward, quote, or mock harmful material.

Cyberbullying involves harmful behavior through digital technologies. A single cruel message and a sustained pattern of harassment are not identical, but both can require action. If you are targeted or witness harm, preserve relevant evidence, use block and report tools where appropriate, seek support from a trusted person or institution, and prioritize safety over winning a public argument.
An upstander does more than avoid participating in harm. Depending on the situation, an upstander may support the targeted person privately, challenge a harmful norm safely, report content, correct false information, or help move a conflict into a more constructive setting. Do not escalate a dangerous situation or expose private information in the name of defending someone.
Hate speech, harassment, threats, defamation, and discrimination can have legal as well as ethical consequences, but exact definitions vary by jurisdiction. In school and workplace contexts, codes of conduct may set additional expectations.
Communication, Collaboration, and Civic Participation
Digital citizenship includes active participation, not only risk avoidance. You can use digital tools to organize projects, contribute to public consultations, volunteer, collaborate across borders, explain complex topics, create open educational resources, and make institutions more accountable.
Constructive participation requires evidence and listening. In a debate, represent another person's position fairly before criticizing it. Separate claims from people. Ask clarifying questions. Correct your own errors publicly when the error affected others. If a conversation becomes abusive or unproductive, disengagement can be more responsible than continued escalation.
A civic campaign should also protect privacy and consent. Do not publish someone's image, location, contact details, or personal story merely because the campaign has a good goal. Ethical participation means respecting the people whose interests you claim to serve.
Copyright, Creative Commons, and Responsible Creation
Copyright protects original creative works according to the law of the relevant jurisdiction. Being able to access an image, song, article, video, or code sample online does not automatically give you permission to reuse it in any way you choose.

Creative Commons licenses provide standardized ways for creators to grant reuse permissions under stated conditions. You must still follow the specific license. Common requirements can include attribution, sharing adaptations under the same terms, restrictions on commercial use, or restrictions on distributing adaptations.
When creating school or public projects, record the title, creator, source, license, and any changes you make. Prefer media that you have created yourself, that is in the public domain, or that is openly licensed for your intended use. Distinguish legal permission from good academic practice: even when reuse is permitted, you should still make your sources clear.
Fair use and similar copyright exceptions differ across legal systems and depend on context. Do not assume that a classroom purpose automatically makes every use lawful everywhere. When the stakes are high, consult the relevant institutional policy or qualified legal guidance.
Digital Well-Being and Attention
Digital well-being is the ability to use technology in ways that support your goals and health. Instead of asking only how many hours you spend online, examine the quality, purpose, timing, and consequences of your use.
Useful strategies include turning off nonessential notifications, keeping devices away from sleep routines, planning focused work intervals, separating study and entertainment environments when possible, and choosing communication channels intentionally. If a platform repeatedly pulls you away from your goals, change the environment rather than relying only on willpower.
Well-being also includes social comparison and emotional self-awareness. Highly curated feeds can create unrealistic impressions of other people's lives. Notice how particular accounts, discussions, or metrics affect you, and adjust your media environment when needed.
Consumer Awareness and Online Choices
Digital citizens are also consumers. Online services can use subscriptions, personalized offers, influencer marketing, targeted advertising, in-app purchases, and interface design to influence spending and attention.
Before buying, identify the seller, total cost, renewal terms, return rules, data collected, and whether a recommendation is sponsored. Treat countdown timers, scarcity claims, unusually large discounts, and pressure to pay outside normal systems as signals to verify more carefully.
Advertisements and sponsored content should be evaluated as persuasive communication. Ask who paid, what action they want from you, what evidence supports the claim, and what information may have been omitted.
A Practical Decision Model
When a digital situation is uncertain, use a short decision process:
- Pause: Stop before clicking, posting, paying, forwarding, or replying.
- Purpose: Identify what you are trying to achieve and what the other party may be trying to achieve.
- People: Consider consent, privacy, dignity, accessibility, and possible harm to others.
- Proof: Check the source, evidence, context, and technical signals.
- Protection: Use security settings, data minimization, and appropriate reporting or support channels.
- Participation: Choose an action that contributes constructively to the community and can be explained publicly.
