Great Britain: Workplace Safety and Health
For this course, safety-law references are to Great Britain: England, Scotland and Wales, where the Health and Safety Executive is the national regulator for the framework described here. Northern Ireland has separate health and safety administration through the Health and Safety Executive for Northern Ireland and is not treated as automatically equivalent.
The HSE states that employers must identify hazards, assess risks and eliminate or control risk. HSE guidance also places elimination and other engineering or organisational controls before reliance on personal protective equipment. In metalwork planning, this means you do not solve a hazard simply by writing “wear PPE”; you first consider whether the hazard can be avoided, reduced, enclosed, extracted, segregated or otherwise controlled.
Relevant Great Britain frameworks for planning may include the Health and Safety at Work etc. Act 1974, the Management of Health and Safety at Work Regulations 1999, the Provision and Use of Work Equipment Regulations 1998, the Control of Substances Hazardous to Health Regulations, the Manual Handling Operations Regulations 1992 and the Personal Protective Equipment at Work Regulations as amended in 2022. Which duties apply depends on the real task and workplace.
For welding and allied work, HSE guidance requires the health risk from welding fume to be controlled and describes local exhaust ventilation at source and suitable respiratory protective equipment where adequate control is not achieved by other means. For hazardous substances, COSHH assessment considers substances supplied to the workplace as well as hazardous dusts, fumes, vapours, gases or mists generated by the process.
Learner rule: never copy a generic risk assessment and treat it as complete. A competent person must consider the actual process, people, material, equipment, environment and workplace controls.
England: Vocational Training Reference
The current Skills England Blacksmith apprenticeship standard is ST0378 version 1.1, Level 3, approved for delivery. It describes blacksmith work as designing, shaping and joining metal components by hot forging and other metalworking processes for small-batch or bespoke production and heritage metalwork conservation. It includes technical interpretation, drawings and specifications, planning and managing time, quality to client requirements, clear communication, safe working and the preparation of tools, materials and equipment.
This is an England apprenticeship reference. It is not presented as a qualification for Scotland, Wales, Northern Ireland or any other country. This aiMOOC itself does not award, certify or replace any regulated qualification or apprenticeship requirement.
United Kingdom: Technical Documentation Standards
The British Standards Institution lists BS 8888:2025, Technical product specification and documentation as the current UK national standard in this area. It provides a framework for clear technical product documentation and specification, including engineering drawings and associated conventions.
A bespoke artistic-metalwork sketch does not automatically have to be a BS 8888 drawing. Apply the standard, an employer drawing standard, a client standard or a project-specific convention only where required. The essential communication principle is that another competent person should be able to understand exactly what is intended, what is controlled and which revision is current.
Authority Priority
When information conflicts, use this order of authority for the actual job:
- Law and regulation: applicable legal duties for the place where the work is carried out.
- Client and contract requirements: approved specifications, drawings and contractual requirements that are lawful and technically appropriate.
- Workplace procedures: current risk assessments, method statements, permits, safe systems of work, quality procedures and supervisor instructions.
- Manufacturer information: instructions, safety data sheets, equipment manuals and technical data.

If you are unsure which requirement controls the job, stop the planning decision and ask the responsible person. Never assume that a qualification, job title, licence, certification or standard from another country is automatically equivalent.
Why Planning and Preparation Matter
In blacksmithing and artistic metalwork, a short verbal request can hide many decisions. “Make me a hand-forged gate” does not state the opening size, handing, latch arrangement, clearance, finish, fixing substrate, design style, privacy level, conservation constraints, budget, installation responsibilities or approval process. The loop matters because decisions can change. A new opening dimension, finish or fixing detail can affect stock, forging allowances, jig dimensions, labour, delivery and risk controls.

A client brief states what the customer needs and the limits of the commission. It should separate facts from assumptions. Useful headings include intended use, location, dimensions, style references, finish, budget range, target date, installation scope, interfaces with other trades, access constraints, maintenance expectations and who has authority to approve.
Use plain English and confirm critical points in writing. If a client says “about a metre wide”, do not silently convert that into an exact manufacturing dimension. Mark it as approximate until it is measured or formally confirmed.

Technical Information
Technical communication can include:
- Concept sketch: communicates form, proportion and design intent.
- Working drawing: communicates controlled dimensions, material sections, features, datums and notes needed for manufacture or checking.
- Specification: states requirements that may not be obvious from the drawing, such as material, finish, process constraints and quality criteria.
- Sample: demonstrates a texture, forged transition, scroll, joint or finish when words and drawings are not enough.
- Template: transfers a profile or repeated shape.
- Jig: supports repeatable positioning or forming where appropriate.
- Job sheet: brings together job number, current revision, customer, quantities, process route and responsibilities.
- Cutting list: records stock sizes and planned blank lengths.
- Bill of materials: records parts, quantities, materials, bought-out items and traceability information.
- Revision record: shows what changed, when, why and who approved it.

The labelled anvil image is a useful example of precise vocabulary. Saying “use the square hole” may be ambiguous to a learner; naming the hardy hole and showing it on an annotated image creates a shared reference. The same principle applies to every drawing, tool list and handover.
Verbal Communication and Read-Back
Verbal communication is fast but can be lost. For safety-critical, dimensional or quality-critical information, use read-back or closed-loop communication: one person states the information, the receiver repeats the essential point, and the sender confirms or corrects it.

Never remove revision control merely because the workshop is small. Small teams are especially vulnerable to verbal changes because the same person may be designer, maker, buyer and installer.

Example A: Customer Enquiry for a Forged Coat Rail
Customer message: “I would like a hand-forged coat rail about 600 mm long with three hooks, dark finish, for an indoor hallway. I like visible hammer texture.”
A professional reply does not jump straight to manufacture. It clarifies:

A useful handover answers five questions:

If the supplier proposes an alternative, do not accept it solely because the dimensions are similar. Check whether material properties, finish, welding, heat treatment, corrosion performance or client requirements change.

PPE is important where required, but it is not a substitute for eliminating or controlling hazards at source. Selection must follow the actual workplace assessment, compatibility requirements, training and manufacturer information.

Step-by-Step Demonstration: Preparing a Job Pack
This demonstration prepares a job pack for the three-hook forged coat rail example. It intentionally stops before any hazardous manufacture. A learner may complete the documentation under supervision; practical hot work and machinery use require separate authorisation and supervision.
Step One: Capture the Enquiry
Record the customer’s own words, contact details, intended use, approximate size, location, preferred style, target date and stated budget or cost expectation. Mark unknowns as unknowns rather than filling them in.
Output: enquiry record with an initial job number.
Step Two: Clarify the Brief
Ask focused questions about exact size, hook count, visual character, finish, wall context, supply or installation scope, maintenance expectations and approval method. Confirm the agreed brief in writing.
Output: controlled client brief.
Step Three: Verify Dimensions and Interfaces
Identify which dimensions must be measured, which come from the client and which depend on another trade. Record units and measurement references. If a site check involves height, restricted access, services or other hazards, it must be planned and carried out only by authorised competent people.
Output: dimension record or site-survey sheet with uncertainty clearly marked.
Step Four: Produce a Concept
Create a sketch that shows overall form, hook spacing, backplate proportion and visible forged character. Keep it understandable to a non-specialist client. A concept sketch is not yet a manufacturing release.

Step Twelve: Release and Brief the Job
Confirm that the drawing, brief, stock, controls, approvals and responsibilities are complete. Remove superseded documents from the active work area. Brief the person carrying out the work and invite questions.

A hot-working photograph can help learners identify what information the job pack must have provided before the first heat: stock, tool choice, process intent, work zone, PPE and controls, checking method and responsibility.

Quality Criteria
A strong planning-and-preparation package is:

- Complete: no critical decision is hidden in somebody’s memory.
- Current: the active drawing and job sheet show the authorised revision.

Craft quality can include controlled hand variation. “Hand-forged” does not mean “undefined”. If variation in texture, scroll shape or hammer marks is part of the design, agree the acceptable character through a sample, drawing, photograph or written criterion.
