Supporting Diverse Learners
Introduction
Supporting Diverse Learners means creating learning and workplace-training environments in which apprentices, trainees, and vocational students can participate, develop competence, and demonstrate what they know. Learners differ in their previous education, language experience, confidence, literacy and numeracy, disability, neurodiversity, cultural background, work experience, age, responsibilities outside training, and preferred ways of approaching a task. Good support does not assume that one method will work for everyone.

In vocational education, inclusion has a practical purpose. You need access not only to explanations and written materials but also to tools, workshops, simulations, demonstrations, teamwork, placements, and real workplace routines. An inclusive approach removes unnecessary barriers while keeping essential occupational standards, safety requirements, and learning goals clear.
UNESCO-UNEVOC describes inclusive TVET as education and training that meets the needs of all learners and addresses barriers linked to factors such as socio-economic background, gender, disability, achievement, ethnicity, and migration status. The International Labour Organization also emphasizes that apprenticeships and workplace learning can support participation when training providers and employers actively remove barriers and provide appropriate support.
As you watch the UNESCO video, identify two barriers that could also appear in a vocational school, training centre, or workplace. Then think of one practical change that could reduce each barrier.
Understanding Learner Diversity
Diversity Is Normal, Not an Exception
A diverse group is not a group in which a few people are different from everyone else. Every learning group contains variation. In a workshop, one trainee may already know the equipment from previous employment, while another is handling it for the first time. One apprentice may understand a spoken explanation quickly but need more time to read a technical manual. Another may be confident with calculations but nervous when presenting to a group.
Inclusive teaching starts by expecting this variation. Instead of designing one narrow route through learning and adding help only after someone struggles, trainers can plan several accessible routes from the beginning.
A useful principle is to distinguish between an essential requirement and an unnecessary barrier. If a trainee electrician must safely isolate electrical equipment, the safety outcome is essential. Requiring every learner to understand the procedure only through a dense page of text may be an unnecessary barrier. The same safety goal could be supported with a demonstration, diagram, checklist, guided practice, and spoken explanation.
Equality, Equity, and Inclusion
Equality means giving people the same thing. Equity means providing the support and conditions people need to reach a fair opportunity to participate and succeed. Inclusion goes further by examining the learning environment itself and changing structures that exclude people.
For example, giving every apprentice the same printed instruction sheet is equal treatment. Providing a clear digital version that works with assistive technology, a visual sequence, and extra processing time when appropriate is an equity-focused response. Designing the course so accessible formats and clear visual sequences are available to everyone from the start is a more inclusive approach.
UNESCO's Global Education Monitoring work frames inclusion as a process of embracing diversity, creating belonging, and removing barriers to participation and learning. This means asking not only, “What is difficult for this learner?” but also, “What in the task, environment, communication, timetable, assessment, or workplace could be creating the difficulty?”
Avoid Fixed Labels
Labels can sometimes help people access services or communicate needs, but they should not become predictions about ability. Avoid assuming that a learner with a particular diagnosis, language background, or educational history will learn in one fixed way.
It is also better to avoid rigid “learning style” labels such as “visual learner” or “auditory learner.” People benefit from different forms of explanation depending on the task. A wiring diagram may be useful for an electrical circuit, while spoken rehearsal may be useful for a customer-service conversation. The goal is to provide flexible, meaningful options rather than to place learners into permanent categories.
Universal Design for Learning
Universal Design for Learning is a framework for designing learning so that barriers are anticipated rather than added as an afterthought. CAST organizes the UDL Guidelines around three broad principles: multiple means of engagement, multiple means of representation, and multiple means of action and expression.

The video introduces the idea that curriculum can be designed for learner variability from the start. In vocational learning, this can be applied to demonstrations, workshop tasks, theory lessons, digital modules, workplace coaching, and assessment.
Multiple Means of Engagement
Engagement is about how learners connect with the purpose of learning and remain involved. You can support engagement when you:
- Clarify the goal: Explain what competence is being developed and why it matters in the occupation.
- Offer meaningful choice: Where the learning outcome allows it, let learners select examples, roles, tools, or formats.

- Create belonging: Use respectful language, pronounce names correctly, challenge exclusion, and make it clear that questions are welcome.
A plumbing trainee may be more engaged when pressure calculations are connected to a realistic fault-finding problem. A healthcare trainee may see more value in communication theory when it is linked to a patient handover. Relevance should connect learning to authentic practice without limiting learners to stereotypes about who belongs in which profession.
Multiple Means of Representation
Representation is about how information is presented. A trainer can combine:
- Live demonstration: Show the process while explaining the critical steps.
- Diagrams and images: Make relationships, parts, and sequences visible.
- Clear written language: Use direct sentences, meaningful headings, and explained technical vocabulary.
- Captions and transcripts: Support access to spoken media and make review easier.
- Physical or digital models: Let learners inspect structures that are hard to see in real equipment.
- Worked examples: Make expert thinking visible before learners practise independently.
Representation should remain accurate. Simplifying language must not remove important technical meaning. A useful approach is to teach the correct occupational term and explain it in clear language.
Multiple Means of Action and Expression
Learners also differ in how they can act, practise, communicate, and demonstrate knowledge. When the learning outcome allows flexibility, evidence could include a written explanation, an oral explanation, an annotated diagram, a recorded demonstration, a practical product, a simulation, or a structured workplace observation.
However, flexibility does not mean removing essential competence. If the qualification requires a learner to perform a practical procedure safely, an essay about the procedure cannot replace the practical performance. Inclusive assessment changes unnecessary barriers, not the occupational standard itself.
Accessible Communication and Materials
Clear Language and Technical Vocabulary
Vocational learning contains specialist language. You can support access by introducing technical terms before a complex task, giving short definitions, showing the term beside the actual tool or process, and checking understanding through use rather than memorization alone.
For multilingual learners, allow time to connect new English vocabulary with existing knowledge. Visuals, examples, bilingual glossaries where available, and structured peer discussion can help. Do not confuse developing language proficiency with low occupational ability.
Accessible Digital and Printed Materials
Accessible materials can support everyone and may be essential for some learners. Useful practices include logical headings, readable text, good contrast, meaningful link names, captions for video, text alternatives for important images, keyboard-accessible digital activities, and documents that work with screen readers.
Assistive technology may include screen readers, refreshable Braille displays, speech-to-text tools, text-to-speech tools, alternative keyboards, magnification, hearing technology, or other devices. The correct tool depends on the learner, the task, and the training environment.
Accessible technology should be tested in the real context. A digital worksheet is not automatically accessible simply because it is online.
Communication Access
Some learners may use sign language, interpreters, captions, lip-reading, augmentative communication, or other communication supports. Good planning means arranging access before important teaching, assessment, or workplace events whenever possible.

When working with an interpreter, speak to the learner rather than to the interpreter. Allow enough time for communication, provide materials in advance where possible, and make sure demonstrations remain visible.
Scaffolding Practical Learning
Scaffolding is temporary support that helps you perform a task you are not yet ready to complete independently. Effective scaffolding is gradually reduced as competence grows.
A vocational sequence might move through these stages:
- Model: The trainer demonstrates the task and names key decisions.
- Guide: The learner performs the task with prompts or a checklist.
- Support: The learner works with fewer prompts and receives targeted feedback.
- Practise independently: The learner completes the task without unnecessary help.
- Transfer: The learner applies the same principle in a new situation.
This sequence is useful in workshops, laboratories, kitchens, salons, care settings, construction training, offices, and digital technical environments.

Scaffolds can include step cards, photographs, checklists, cue questions, worked examples, templates, partially completed diagrams, vocabulary banks, time plans, or peer rehearsal. A scaffold should help learning move forward rather than become a permanent substitute for learning.
Inclusive Workshops and Workplaces
Physical and Sensory Access
Before a practical session, check whether all learners can reach the work area, see the demonstration, hear or access instructions, handle required materials, and move safely through the environment. Consider lighting, noise, seating or standing options, tool position, emergency procedures, and the timing of breaks.
Safety is essential, but safety rules should be based on actual risk rather than assumptions about disability or difference. A reasonable adjustment can sometimes make safe participation possible without changing the competence being assessed.
Apprenticeships and Workplace Learning
Workplace learning can be highly effective because it connects knowledge with authentic tasks, equipment, customers, and professional routines. It can also create barriers when instructions are informal, supervisors are unprepared, schedules are inflexible, or support available in college is not carried into the workplace.

The ILO highlights the importance of disability-inclusive apprenticeships and workplace learning. Training providers and employers can work together by clarifying responsibilities, sharing agreed support plans, preparing supervisors, reviewing workplace accessibility, and focusing on the learner's capabilities and development.
An inclusive workplace mentor should give clear expectations, demonstrate tasks, check understanding without embarrassment, provide specific feedback, and know how to raise concerns through an agreed support process.
Different Vocational Contexts Need Different Supports
Inclusion is not a single checklist that fits every occupation. A learner in a recording studio, a welding workshop, a care placement, a commercial kitchen, and an office may face very different barriers.

The learning goal, tools, safety requirements, communication demands, and physical environment must all be considered. The key question is: What does the learner need to achieve, and what barriers are unrelated to that essential goal?
Differentiation Without Lowering Expectations
Differentiation means adjusting teaching, support, examples, grouping, or routes through practice in response to learner needs. It should not automatically mean easier work.
For example, several learners may be working toward the same standard of producing an accurate technical drawing. One learner may need a model drawing and vocabulary guide at the start. Another may need additional extension constraints. A third may need assistive software. The expected standard can remain the same while the route to it differs.
Useful differentiation can change:
- Access to content: Add examples, visuals, glossaries, or demonstrations.
- Learning process: Change grouping, pacing, prompts, or practice sequence.
- Practice product: Allow different ways to rehearse or explain learning when the outcome permits.
- Environment: Adjust noise, layout, timing, or access to tools.
- Level of support: Provide more or fewer prompts according to current independence.
Feedback, Assessment, and Progress
Formative Assessment

Frequent low-stakes checks are useful because they identify barriers early. They also reduce the risk that a learner reaches a final assessment without understanding what success looks like.

- What exact knowledge, skill, or professional behaviour is being assessed?
- Which parts of the method are essential to the occupational standard?
- Which parts are simply the chosen way of collecting evidence?
- What approved adjustments can remove barriers without changing the standard?
- How will the learner know the criteria before the assessment?
A practical assessment must remain practical when practical performance is the learning outcome. But instructions can often be made clearer, additional access arrangements can be used where permitted, and the environment can be organized so the learner can focus on the competence being assessed.
Feedback That Builds Independence
Useful feedback is specific, timely, and connected to the next action. “Good job” is encouraging but limited. “Your measurements are accurate; now check the sequence of the final two assembly steps against the drawing” tells the learner what is working and what to do next.
Self-assessment also matters. Apprentices and trainees need to notice errors, monitor quality, ask for help appropriately, and judge when a task is safe to continue. These are professional skills, not only classroom skills.
Responding to Common Barriers
Literacy and Numeracy Barriers
Vocational courses often contain hidden literacy and numeracy demands. A learner may understand a machine but struggle with a dense maintenance manual. Another may communicate well with customers but find ratios, tolerances, dosage calculations, or percentages difficult.
Support should connect literacy and numeracy directly to authentic vocational tasks. Teach the language, symbols, units, and calculations in context. Use worked examples and guided practice, but continue to build independent competence.
Executive Function and Organization
Planning, starting tasks, managing time, remembering steps, switching attention, and monitoring progress can be demanding for many learners. Helpful strategies include visible schedules, chunked instructions, checklists, timers where appropriate, clear deadlines, model plans, and regular progress points.
These supports can be offered without making assumptions about diagnosis. Many learners benefit from predictable structure.
Anxiety, Confidence, and Participation
New workplaces and assessments can create anxiety, especially when learners are unsure what will happen or fear public mistakes. Clear routines, advance information, private feedback, rehearsal, and respectful opportunities to ask questions can reduce unnecessary pressure.
Support does not mean avoiding every challenge. Vocational learning should build confidence through successful practice, realistic challenge, reflection, and gradually increasing independence.
Bias and Belonging
Learners may experience low expectations, stereotyping, exclusion from informal workplace networks, or assumptions about what jobs suit them. Inclusive education challenges these barriers.
Belonging grows when learners see diverse people represented in examples, have their ideas taken seriously, receive fair access to challenging tasks, and can report problems without fear of ridicule or retaliation.
Working With Learners as Partners
Good support is not something done to a learner. It is planned with the learner. Ask what helps, what creates barriers, what has worked before, and what independence should look like next.
A useful support conversation can include:
- What is the learning or workplace goal?
- What part of the current task is difficult to access?
- What strategy or adjustment might help?
- What support is already available?
- How will we know whether the change is working?
- When should we review the support?
Respect privacy. Learners should not have to explain personal information to every classmate or colleague in order to receive agreed support.
Practical Inclusion Cycle
You can use a simple cycle whenever you plan a lesson, workshop, placement, or assessment.
- Define the essential goal: State what competence matters.
- Identify possible barriers: Look at communication, materials, environment, timing, technology, and assessment.
- Design flexible access: Offer useful options from the start.
- Add individual adjustments: Provide specific support where general design is not enough.
- Check participation and learning: Gather evidence during the process.
- Review and improve: Keep what works, change what does not, and involve the learner.
Inclusive practice is therefore an ongoing design process rather than a one-time decision.
