Electoral Systems
Introduction
An electoral system is the set of rules that turns votes into political representation or into a winning candidate. It determines what voters mark on a ballot, how votes are counted, how electoral districts are organized, and how winners or seats are allocated. Electoral systems matter because different rules can translate the same pattern of public preferences into different political outcomes.
This aiMOOC is designed for Grades 11–13. You will compare major electoral-system families, calculate simple seat allocations, evaluate trade-offs such as proportionality and local representation, and apply the concepts to real and simulated elections. The central question is not simply “Which system is best?” but “Which goals should an electoral system serve, and what trade-offs follow from each design?”

A useful starting point is to separate three ideas: votes, rules, and outcomes. Voters express preferences; electoral rules process those preferences; and the result may be one winner, several representatives, or a distribution of seats among parties. This means that the design of the rules is part of the design of representative democracy.
Learning Goals
By the end of the course, you should be able to explain how plurality, majority, proportional, ranked, and mixed systems work; distinguish ballot structure from seat-allocation rules; use concepts such as district magnitude, electoral threshold, proportionality, and gerrymandering; compare systems with explicit criteria; calculate a basic proportional seat allocation; identify incentives for parties and voters; and justify a reform proposal with evidence.
Why Electoral Systems Matter
International IDEA describes the choice of an electoral system as one of the most important institutional decisions in a democracy because it affects how votes become seats and can influence party competition, representation, accountability, and government formation.[1] There is no universally best system. A system that strengthens one democratic value may weaken another.

The map above illustrates the diversity of systems used for lower houses or unicameral legislatures. Treat maps of electoral systems as snapshots: laws change, reforms occur, and a country may use different rules for different offices or levels of government.
Important democratic goals can include:
- Representation: How closely should seats reflect votes, social groups, territories, or political viewpoints?
- Accountability: Can voters identify who is responsible for decisions and remove representatives from office?
- Voter choice: Can voters choose among parties, individual candidates, or ranked alternatives?
- Government formation: Does the system tend to produce single-party governments, coalitions, or minority governments?
- Inclusion: How easily can smaller parties, regional groups, women, minorities, or new political movements win representation?
- Simplicity: Can voters understand the ballot and can administrators count it reliably and transparently?
These goals can conflict. For example, a very proportional system may improve the relationship between national vote share and seat share while weakening the exclusive link between one geographic district and one representative. A single-member district system may create a strong local link but produce a legislature whose seat shares differ substantially from national vote shares.
The Building Blocks of an Electoral System
Electoral systems are easier to compare when you break them into components instead of treating each country as a completely separate case. The ACE Electoral Knowledge Network identifies variables such as the electoral formula, ballot structure, and district magnitude as central design choices.[2]
Ballot Structure
The ballot structure determines what kind of choice a voter can express. A voter might select one candidate, select one party, rank candidates, cast separate candidate and party votes, or in some systems approve or score multiple options.
A single mark does not necessarily mean the same thing in every system. In first-past-the-post it normally selects one candidate. In closed-list proportional representation it normally selects a party list. In mixed-member proportional representation a voter may have separate votes for a local candidate and a party.
District Magnitude
District magnitude is the number of representatives elected from one electoral district. A single-member district has a magnitude of one. A multi-member district elects several representatives.
District magnitude is especially important in proportional representation. In general, larger multi-member districts make it easier for smaller vote shares to gain seats, while smaller districts create a higher effective barrier to representation. ACE therefore treats district magnitude as a major determinant of proportionality.[3]
Electoral Formula
The electoral formula is the rule that decides who wins or how many seats each party receives. Examples include plurality, absolute-majority requirements, divisor methods such as D'Hondt, quota-and-remainder methods, and transfer rules in ranked systems.
Thresholds and Tiers
An electoral threshold is a minimum level of support required for representation in some proportional systems. A legal threshold may be written directly into law. An effective threshold can also arise from district magnitude and the mathematics of seat allocation even when no formal percentage is written into law. International IDEA notes that district magnitude is one of the most important sources of such natural thresholds.[4]
A tier is a level at which seats are allocated. Some systems combine local constituencies with regional or national seats. Mixed systems often use more than one tier.
Plurality and Majority Systems
Plurality and majority systems usually focus on selecting a winner in a district. They should not be treated as identical. A plurality means more votes than any other candidate; an absolute majority means more than half of the relevant votes.
First-Past-the-Post
In first-past-the-post, usually abbreviated FPTP, each single-member district elects the candidate with the most votes. The winner does not need more than half of all votes if three or more candidates compete.
Example: Candidate A receives 42 percent, Candidate B 35 percent, Candidate C 18 percent, and Candidate D 5 percent. Candidate A wins because 42 percent is the largest share, even though 58 percent voted for someone else.
Possible strengths include a clear geographic representative, a simple ballot, and a direct local contest. Possible weaknesses include disproportional national outcomes, many votes not contributing to a winning candidate, and strategic incentives for voters who believe only two candidates are competitive.
Use the video as an explanatory model, then test its claims against the criteria in this course rather than assuming that one criterion settles the entire debate.
Two-Round Systems
A two-round system holds a second vote if the first round does not meet a specified winning condition. Rules differ. A common presidential version requires an absolute majority in the first round and, if nobody reaches it, a runoff between leading candidates.
The two-round format gives voters an opportunity to reconsider choices between rounds, but it also requires another election event and can change turnout between rounds.
Instant-Runoff Voting and the Alternative Vote
In single-winner instant-runoff voting, also called the Alternative Vote in some countries, voters rank candidates. If no candidate has the required majority of continuing ballots, the candidate with the fewest first preferences is eliminated and those ballots transfer to the next available preference. The process repeats until a winner emerges under the rule.

Ranked ballots allow a voter to express backup preferences, but the counting rule is more complex than a simple plurality count. Ranked systems can also have strategic and mathematical properties that differ from both plurality voting and pairwise majority methods.
Proportional Representation
Proportional representation, usually abbreviated PR, aims to make parties' or political groups' shares of seats correspond more closely to their shares of votes. PR normally requires multi-member districts or a larger regional or national allocation tier.

The degree of proportionality depends not only on the label “PR” but also on district magnitude, legal thresholds, the seat-allocation formula, the number of seats, and how votes are distributed.
Party-List Proportional Representation
In party-list PR, parties present lists of candidates and seats are allocated to parties according to vote shares and a specified mathematical rule.
A closed list gives the party control over the order in which its candidates receive seats. An open list gives voters some influence over which candidates from a party are elected. Exact rules vary widely, so “list PR” is a family rather than a single formula.
A D'Hondt Example
Suppose a four-seat district has these party totals:

Under the D'Hondt method, each party's vote total is divided by a series of divisors. The four highest quotients receive the four seats.

The four highest quotients are 46,000 for A, 32,000 for B, 23,000 for A, and 17,000 for C. The result is therefore two seats for A, one for B, one for C, and none for D. Notice that the formula does not simply round each percentage independently; all parties compete through the quotient sequence.
Single Transferable Vote
The Single Transferable Vote, or STV, uses ranked candidate ballots in multi-member districts. Candidates must reach a quota. Votes can transfer from candidates who exceed the quota and from candidates who are eliminated, according to the particular counting rules.

STV can combine proportional representation with voter choice among individual candidates. Its trade-offs include a more complex count and the need to define details such as the quota, transfer value, district magnitude, and treatment of exhausted ballots.
Mixed Electoral Systems
A mixed electoral system uses more than one electoral formula to fill seats in the same legislature. The most important distinction is whether the proportional component compensates for disproportionality created by constituency results.

Mixed-Member Proportional Representation
In mixed-member proportional representation, or MMP, voters commonly elect local constituency representatives while a party-vote tier is used to make the overall seat distribution more proportional. The exact legal mechanism differs by country.
New Zealand provides a clear modern example: its Electoral Commission explains that MMP is the voting system used for parliamentary elections and that voters have a say in both electorate representation and party representation.[5]
Parallel Systems
In a parallel system, some seats are elected through constituencies and others through proportional representation, but the proportional seats do not compensate for disproportionality in the constituency tier. This distinction is crucial: a system can contain both FPTP and list PR without producing an overall proportional result.
District Boundaries and Gerrymandering
Whenever representation depends on geographic districts, the way boundaries are drawn can affect outcomes. Gerrymandering is the deliberate manipulation of district boundaries to advantage a political group.

Two classic mechanisms are packing, concentrating many opposing voters into a small number of districts, and cracking, dividing opposing voters across many districts so that they form minorities in each. Real redistricting is more complex because districts may also have legal requirements concerning population equality, geography, communities, minority representation, and administrative boundaries.
Boundary effects are not identical to electoral-formula effects. A country can reform district-drawing institutions without changing the voting formula, and it can change the voting formula without eliminating all geographic representation.
Strategic Voting, Party Systems, and Incentives
Electoral rules change incentives for voters, candidates, and parties. Strategic voting occurs when a voter chooses an option partly because of expectations about viability or likely outcomes rather than simply selecting a sincere first preference.
Plurality elections in single-member districts can encourage voters to coordinate around leading candidates. Proportional systems can make smaller parties more viable, although thresholds and small district magnitudes may still create incentives to avoid parties thought unlikely to win seats. Ranked systems allow richer preference expression but do not eliminate every possible strategic consideration.
Political scientists often study how electoral rules interact with the number of parties, coalition bargaining, candidate selection, campaign geography, and legislative behavior. These relationships are probabilistic rather than mechanical: social divisions, political history, federal structures, presidentialism, campaign finance, and party organizations also matter.
Measuring Representation and Disproportionality
A simple comparison is the seat-vote gap: subtract a party's vote share from its seat share. A party with 35 percent of votes and 45 percent of seats has a positive gap of 10 percentage points.
For a more systematic measure, political scientists may use the Gallagher index, which summarizes differences between vote shares and seat shares across parties:
Here, is party i's seat percentage and is its vote percentage. A lower value indicates a closer match between votes and seats. A single index cannot tell you whether a system is democratically “better,” because democratic evaluation also includes representation, accountability, governability, participation, and other values.
Social Choice and Fairness Criteria
Social choice theory asks how individual preferences can be aggregated into a collective decision. Different voting rules can satisfy different criteria, and no criterion should be treated as a magic test that automatically determines the best system.
Arrow's impossibility theorem is a famous result about aggregating ranked preferences. Under its specific assumptions and fairness conditions, no rank-order social welfare rule with three or more alternatives can satisfy all the stated conditions at once. The theorem does not mean that democracy is impossible. It means that preference aggregation involves trade-offs and that the assumptions and criteria used to judge a rule matter.
Useful questions for evaluating a voting rule include whether a majority-supported option can lose, whether adding or removing a non-winning option can change the winner, whether ranking a candidate higher can ever hurt that candidate, how resistant the rule is to strategic manipulation, and how easy the process is for voters to understand and audit.
Comparative Cases
United Kingdom House of Commons
The United Kingdom elects members of the House of Commons in single-member constituencies using FPTP. This creates a direct constituency link, while national seat totals can differ substantially from national vote shares because each seat is decided separately.
Ireland
Ireland uses STV for elections to Dáil Éireann. Voters rank candidates in multi-member constituencies. This makes Ireland a useful case for studying how candidate choice and proportional representation can be combined.
New Zealand
New Zealand uses MMP. The party vote is central to the overall proportional composition of Parliament, while electorate votes choose local representatives. This creates a useful contrast with non-compensatory parallel systems.
Australia
Australia's House of Representatives uses preferential voting in single-member electorates, a form of instant-runoff voting. This provides a useful comparison with FPTP because both elect one representative per district but process voter preferences differently.
Comparing Cases Carefully
Never explain a country's political outcomes with the electoral system alone. To make a valid comparison, also examine constitutional structure, party history, geographic concentration of support, political culture, campaign rules, district boundaries, and the powers of the elected institution.
Designing an Electoral System
Imagine that you are designing rules for a fictional country with eight million residents, strong regional identities, several medium-sized parties, and a demand for both local representatives and proportional national outcomes. You would need to answer questions such as:
- District design: How many districts should there be, and how many representatives should each elect?
- Ballot design: Should voters choose one candidate, one party, rank candidates, or cast more than one type of vote?
- Seat allocation: Should seats be awarded by plurality, majority, a divisor method, a quota method, transfers, or a mixed formula?
- Threshold: Should there be a formal threshold for party representation?
- Representation goals: How important are proportionality, local accountability, minority inclusion, and independent candidates?
- Administration: Can the system be counted, audited, explained, and implemented reliably?
A strong design proposal states its goals first, then selects rules that serve those goals, and finally acknowledges costs and trade-offs.
Media Analysis: Read Visual Evidence Critically
Maps and diagrams can make electoral systems easier to understand, but they also simplify. A world map often assigns one dominant category to each country even when different chambers, offices, or subnational elections use different rules. A gerrymandering diagram usually isolates boundary effects while holding voter distribution constant. A flowchart of ranked counting may omit legal details that vary by jurisdiction.
When you study media, ask: What is being represented? What has been omitted? What date does the information describe? Which institution or author produced it? What assumptions are built into the visualization?

The image above is useful precisely because it shows variation within one country. Electoral systems are not only national-level rules; different states, municipalities, chambers, primaries, or offices may use different methods.
