uilding machinery, as they do at the Navy Yard, theyoung men who enter are given instructions in manytrades. But the Imperial Council soon found that a schoolof this kind was altogether too difficult for beginners;it was like giving Beethovens sonatas as a firstlesson in music; and in 1868 they began a series ofelementary work-shops, as distinct from the tradeschool as our primary schools from the higher grades.Here the little Russian boy, who means to earn hisliving by his hands — his hands educated by his brain— can enter at an early age, and receive, includingcourse at the trade school, six years thorough instruc-tion. At the end of that time, if he has made a good useof his opportunities, he graduates — a skilful practicalmechanic. Victor Delia Voss is the director of these schools,three of the Imperial family are members of theCouncil, and there is now a funded capital of$2,030,000 for their support. So much for the Russian shop schools, after anexistence of eight years. 70

IN THE GIRLS CARVING SCHOOL.—MUSEUM OF FINE ARTS. Boston Whittling Schools, I wonder if we shall ever see anything like them mour own country! Certainly these Whittling Schools are a move-ment in the same direction; and when, a few yearsago, Mr. Chaney and others went before the SchoolBoard of Boston and asked them to establish indus-trial classes for boys, just as they had sewing classesfor girls, the answer they received was this : If youwill get up a model school, such as you propose, andcarry it on long enough for us to see how it workspractically, why, then, we think we will talk about it. Now that is just what these gentlemen have theselast ten years been doing — indeed, they have donemore than the School Board asked of them. A few weeks ago, on petition of Rev. E. E. Haleand others, the Joint Standing Committee on PublicInstruction gave a public hearing upon this subjectof Developing Schools, or Technical Education, inthe Council Chamber at the City Hall.
