Resource Conflicts



Introduction

Natural resources are part of almost every human activity. We drink water, eat food grown on land, use metals in phones and batteries, burn or replace fossil fuels for energy, and depend on forests and fisheries for livelihoods and ecosystems. Because resources are valuable and unevenly distributed, people may disagree about who may use them, who owns them, who receives the benefits, and who carries the environmental or social costs.

A resource conflict is a dispute in which access to, control of, use of, trade in, or damage to a natural resource plays an important role. Resource conflicts can occur inside a community, between regions, between governments and companies, between states, or among many groups at once. They can remain peaceful and be managed through law, negotiation, and cooperation, or they can become part of wider political violence.

A key idea for this course is that resources do not automatically cause war. Scarcity, valuable deposits, or rising demand can create pressure, but outcomes depend strongly on governance, institutions, inequality, political choices, historical relationships, rights, markets, and the ability of people to settle disagreements fairly. You should therefore avoid simple statements such as "water scarcity causes war" or "oil always creates conflict." Instead, ask how a resource interacts with other social and political factors.

This course is designed for Grades 9–10. You will examine water, land, minerals, oil, and fisheries; compare several real cases; analyze stakeholder interests; and explore ways to reduce conflict through transparent and sustainable resource management.

Understanding Resource Conflicts


What Counts as a Natural Resource?

A natural resource is a part of the natural world that people use or value. Some resources are renewable if they can recover within human time scales when managed well, such as freshwater flows, forests, soils, and fish populations. Others are non-renewable on human time scales, such as oil, natural gas, coal, and metal ores.

The important question is not only whether a resource exists. You also need to ask whether people can reach it, afford it, use it safely, and share it under accepted rules. A river can carry abundant water while some communities still lack safe drinking water. A country can have valuable mineral deposits while nearby communities experience pollution or receive little economic benefit. Resource conflicts are therefore often about distribution, rights, and decision-making, not simply about physical shortage.


Five Common Pathways to Conflict

Scarcity and competition. When demand for water, grazing land, farmland, forests, or fish exceeds what is available or accessible, competition can increase. Drought, population change, pollution, infrastructure failure, or overuse may intensify pressure. Scarcity is a risk factor, not a guaranteed cause of violence.

Control of valuable resources. Oil, gas, diamonds, gold, timber, and some minerals can produce large revenues. Political groups may compete to control extraction sites, transport routes, licenses, or tax income.

Unequal benefits and unequal burdens. A mine, dam, oil field, or plantation may produce national income while local people experience displacement, polluted water, lost land, or unsafe work. Conflict becomes more likely when people believe decisions are unfair and they lack meaningful ways to influence them.

Transboundary management. Rivers, aquifers, fish stocks, forests, and ecosystems can cross political borders. One actor's dam, pumping, fishing, or pollution may affect others. This creates a need for shared data, negotiated rules, and institutions that can adapt over time.

Conflict financing. In some wars, armed groups obtain money by taxing, controlling, smuggling, or selling natural resources. In such cases, resource revenues can help prolong violence even when the original causes of the war were different.


The Resource Curse: A Risk, Not a Destiny

The term resource curse describes the idea that heavy dependence on valuable natural-resource exports can sometimes be associated with weak institutions, corruption, inequality, economic instability, or conflict. However, research does not show that resource wealth automatically produces these outcomes. Some resource-rich societies have built strong institutions and invested revenues broadly, while others have struggled.

A better question is: How is resource wealth governed? Transparent budgets, independent institutions, economic diversification, fair taxation, public participation, and investment in education and infrastructure can help turn resource wealth into broader development.

Stakeholders, Interests, Rights, and Power

A stakeholder is a person or group affected by a decision or able to influence it. In a resource conflict, stakeholders may include local residents, Indigenous Peoples, farmers, herders, fishers, workers, companies, consumers, municipal authorities, national governments, neighboring states, civil-society organizations, researchers, and international institutions.

Stakeholders often value the same place in different ways. A wetland may be a source of drinking water, a habitat, farmland, a cultural site, a tourist attraction, and part of a flood-control system. A fair analysis therefore asks four questions: Who benefits? Who pays the costs? Who has decision-making power? Whose rights and knowledge are recognized?


Water Conflicts and Cooperation


Scarcity Is More Than Low Rainfall

Water scarcity can be physical, meaning that available freshwater is limited compared with demand, or economic, meaning that water exists but people lack infrastructure, money, institutions, or services to access it safely. Pollution can also make water unusable.

The image above shows children collecting water from a muddy stream during a dry season. It is a reminder that water security depends on quality and access as well as quantity.

Maps of water withdrawals can help identify places under pressure, but a map alone cannot predict conflict. To interpret it, you need information about institutions, treaties, inequality, infrastructure, ecosystems, and how demand changes over time.

The TED-Ed video above introduces major questions about freshwater scarcity. While watching, note the difference between individual water use and the much larger systems of agriculture, industry, infrastructure, and governance.


Shared Rivers: The Nile Example

The Nile River system connects many countries. Projects on one part of a shared river can affect electricity generation, irrigation, flood management, ecosystems, and water availability elsewhere. The Grand Ethiopian Renaissance Dam on the Blue Nile has therefore been an important subject of negotiation among Ethiopia, Sudan, and Egypt.

This case illustrates a central problem in water diplomacy: countries may value the same river for different reasons and may judge risks differently. Cooperation is more likely when parties share reliable data, recognize each other's legitimate needs, agree on procedures for droughts and unusual conditions, and maintain channels for negotiation. The goal is not to pretend that interests are identical, but to create rules for managing differences without violence.


Land, Livelihoods, and Mobility


Farming, Herding, and Transhumance

Land is both an economic resource and a place of identity, culture, housing, food production, and ecological value. Disputes can involve property boundaries, grazing access, conservation areas, migration routes, inheritance, land registration, or large development projects.

Transhumance is the seasonal movement of livestock between grazing areas. It is a long-established livelihood strategy in many regions. Tensions can increase when migration routes are blocked, farmland expands, water points become scarce, land rights are unclear, or armed insecurity weakens traditional agreements.

In parts of the Sahel, climate stress can worsen pressure on land and water, but farmer-herder violence should not be explained as a simple result of climate or ethnicity. Local institutions, insecurity, weapons, land policy, political exclusion, market change, and the breakdown of dispute-resolution systems can all matter. Effective responses may include protected migration corridors, shared water points, early-warning systems, land records, dialogue, and locally accepted mediation.


Minerals, Technology, and Global Supply Chains


From Mine to Smartphone

Modern electronics and clean-energy technologies depend on minerals extracted in many parts of the world. A supply chain connects extraction, processing, trading, manufacturing, transport, sale, use, and recycling. Because supply chains cross borders, consumers may be far from the social and environmental conditions of extraction.

The image above shows artisanal miners at a tantalum mine in the Democratic Republic of the Congo. Tantalum is used in electronic components. In conflict-affected areas, minerals can become linked to armed groups through taxation, control, extortion, or smuggling.

The term conflict mineral is often used for minerals whose extraction or trade is connected to armed conflict or serious abuses. Legal definitions vary by jurisdiction. In rules focused on the Democratic Republic of the Congo and neighboring countries, tin, tantalum, tungsten, and gold are commonly grouped as the "3TG" minerals. Other minerals, such as cobalt, are strategically important and can raise serious labor, environmental, and human-rights concerns, but they should not automatically be labeled 3TG conflict minerals.


Traceability and Due Diligence

Traceability means being able to follow a material through a supply chain. Due diligence means identifying, preventing, reducing, and reporting risks connected with sourcing decisions. These tools can help companies and governments reduce the chance that mineral purchases finance armed groups or serious abuses.

The image above documents a validated coltan mining site near Rubaya in North Kivu in 2014. It shows why verification matters: the goal of responsible sourcing is not simply to avoid an entire region, because sudden withdrawal can also damage legitimate livelihoods. Better systems try to distinguish higher-risk sources, improve transparency, protect workers and communities, and strengthen lawful trade.


Oil, Pollution, and Environmental Justice


The Niger Delta

The Niger Delta in Nigeria contains major petroleum resources and supports millions of people through settlements, farming, fishing, transport, and other livelihoods. Oil development has generated national revenue, but the region has also experienced spills, gas flaring, environmental damage, community grievances, and conflict over benefits and accountability.

This case is useful for studying environmental justice. Ask whether environmental harms and economic benefits are distributed fairly, whether affected communities can participate in decisions, whether companies and authorities are accountable, and whether people have access to remedy when damage occurs. Oil should not be treated as the single cause of every conflict in the region; political exclusion, governance, unemployment, local rivalries, criminal activity, and historical grievances can interact with resource issues.


Fisheries and the Cod Wars


A Resource Dispute Without Full-Scale War

Fish are renewable only when harvest levels allow populations to reproduce. When fleets compete for the same stocks, questions of conservation, livelihoods, maritime boundaries, and national sovereignty can become politically intense.

The Cod Wars were a series of confrontations between Iceland and the United Kingdom from 1958 to 1976 over fishing limits around Iceland. Despite the dramatic name, they were not a conventional declared war. The disputes involved coast-guard actions, naval escorts, collisions, diplomatic pressure, and negotiations as Iceland expanded its fisheries jurisdiction.

This case shows how a renewable resource can become a security issue when it is tied to national livelihoods and sovereignty. It also shows the importance of changing international rules: later developments in the law of the sea helped establish broad acceptance of 200-nautical-mile exclusive economic zones.


How Resource Conflicts Escalate


A Conflict-Sensitivity Model

You can analyze escalation as a chain of interacting conditions rather than as a single cause. A useful model is:

  1. Pressure: Scarcity, new discoveries, price changes, pollution, or new technology changes the value or availability of a resource.
  2. Grievance: Some stakeholders believe access, costs, benefits, or decision-making are unfair.
  3. Mobilization: Leaders, organizations, companies, communities, or armed groups organize around competing claims.
  4. Trigger: A land seizure, spill, drought, election, new law, violent incident, or project decision intensifies the dispute.
  5. Escalation: Trust declines, communication fails, threats increase, or violence begins.
  6. Feedback: Conflict damages institutions, infrastructure, and ecosystems, which can create new resource pressures.

This model is not a prediction. At each stage, institutions and people can choose de-escalation. Courts, local agreements, transparent data, public participation, compensation, environmental repair, or mediation can interrupt the cycle.


Preventing and Resolving Resource Conflicts


Governance and Transparency

Good governance means that rules are understandable, decisions are accountable, institutions can enforce agreements, and people can challenge decisions without violence. Transparency about contracts, licenses, public revenue, environmental monitoring, and ownership can reduce rumors and make corruption harder to hide.

Fair governance also includes meaningful participation. Consultation should happen before major decisions are locked in, and affected people need understandable information, time to respond, and realistic ways to influence outcomes.


Negotiation and Mediation

Negotiation allows parties to search for an agreement directly. Mediation adds a neutral or accepted third party who helps structure communication, clarify interests, and explore options. A mediator does not simply decide who is right.

Resource mediation often needs technical evidence. Hydrologists may explain river flows, ecologists may estimate ecosystem impacts, economists may compare benefit-sharing options, and local communities may contribute knowledge that formal datasets miss. Shared facts do not eliminate value disagreements, but they can reduce conflict over basic information.


Benefit Sharing and Environmental Safeguards

A project can generate national benefits and still impose local costs. Benefit sharing can include local employment, revenue transfers, community services, infrastructure, compensation, co-ownership, or access rights. Effective benefit sharing must be transparent and should not replace legal rights or environmental protection.

Environmental safeguards can require impact assessment, pollution limits, rehabilitation plans, emergency procedures, independent monitoring, and financial responsibility for cleanup. These measures are strongest when enforcement is credible.


Treaties and Joint Institutions

Transboundary resources often require institutions that survive political change. River-basin commissions, fisheries organizations, boundary agreements, data-sharing systems, and joint monitoring can make cooperation routine. Good agreements also include procedures for drought, changing demand, new technology, or scientific uncertainty.


Responsible Supply Chains and Circularity

Responsible sourcing aims to reduce harm during extraction and trade. Circular-economy strategies can reduce pressure on primary resources by keeping products and materials in use longer through repair, reuse, remanufacturing, and recycling. Circularity does not remove all mining or resource competition, but it can lower waste and diversify supply.

For you as a consumer, the most useful questions are not only "Which product is conflict-free?" but also "Can this device last longer?", "Can it be repaired?", "Does the company publish sourcing information?", and "Can materials be recovered at the end of use?"
