Introduction
Blacksmithing and artistic metalwork combine skilled hand work, judgement, design, fabrication and disciplined workshop practice. They also take place inside a legal and organisational framework. Whether you are a registered apprentice, another employee, a trainee, a contractor or a learner on placement can affect your rights, duties, supervision arrangements, pay structure and route to qualification.
This module helps you connect four areas that are often confused:
- Vocational training: how structured learning, assessment and qualifications are organised.
- Employment law: minimum rights and duties in the employment relationship.
- Collective bargaining: how recognised worker representatives and employers may negotiate pay and conditions.
- Occupational safety and health: how hazards must be assessed and controlled before work is carried out.
By the end, you should be able to identify the competent Irish authority for a question, distinguish statutory rights from collective or contractual terms, explain the status of the Metal Fabrication craft apprenticeship without treating it as identical to blacksmithing, read a workshop task through both a quality and safety lens, and know when to stop and seek competent advice.

Jurisdiction and Rule Hierarchy
This course uses Ireland as the single jurisdiction. Irish workplace and training rules are not interchangeable with British, American, Canadian, Australian, New Zealand or South African rules. Terms such as "journeyman", "Red Seal", "NVQ", "trade test" or country-specific licence categories must not be imported into an Irish workplace unless the relevant Irish authority or employer has formally established how they apply.

A lower level in this diagram cannot remove a legal minimum above it. A workplace procedure may be stricter than a general minimum because it addresses the actual risk, equipment or client specification.
No automatic cross-country equivalence: a qualification, certificate, union arrangement or safety card from another country must not be treated as automatically equivalent to an Irish award, authorisation or workplace requirement. Recognition must be checked through the competent Irish body or the relevant employer and awarding authority.

Do not rely on an old handout, a social-media post or a foreign website for a current Irish legal requirement when an official Irish source is available.
Vocational Training Fundamentals
Apprenticeship means employment plus structured learning
In Ireland, apprenticeship is an employment opportunity combined with structured education and training. Apprentices are employed by an approved employer and alternate workplace learning with off-the-job learning. The precise entry requirements, duration, award and assessment depend on the apprenticeship programme.
For learners in this craft area, Metal Fabrication is a useful formal reference point because it is an Irish craft apprenticeship closely related to many workshop skills used around architectural and artistic metalwork. The current national material describes Metal Fabrication as a four-year craft apprenticeship leading to a Level 6 Advanced Certificate Craft – Metal Fabrication, with seven phases combining employer-based learning, training-centre or college learning, and assessment.
The occupational profile includes reading drawings; measuring and marking out; cutting; forming; welding; assembly; and safe use and care of fabrication equipment. These are genuine overlaps with some artistic-metalwork workplaces.

However, Metal Fabrication is not the same thing as blacksmithing. A person learning forge work, decorative scrolls, traditional joinery or sculptural metalwork is not automatically a registered Metal Fabrication apprentice. Likewise, a short blacksmithing course, portfolio, employer induction or artistic qualification does not automatically become the Level 6 craft award. Always check the actual programme registration and award title.
The SOLAS video above gives national apprenticeship context. It does not replace the specific programme rules for Metal Fabrication.
Qualification level is not the same as workplace authorisation
An NFQ level describes the level of learning outcomes. It does not by itself authorise you to use a particular machine, perform a safety-critical weld, sign off structural work, work unsupervised, or ignore an employer's permit system.
QQI describes the Level 6 Advanced Certificate as a vocational award involving comprehensive skills and detailed theoretical understanding. In a real workshop, you must still meet the task-specific competence, supervision, equipment, safety and quality requirements.
When a drawing, contract or customer specification invokes an Irish, European or international standard, check the latest adopted edition in the NSAI catalogue. Never assume that a standard number remembered from training is still current.
Authentic example: two learners with different status
Aisling is employed by a SOLAS-approved employer and formally registered on the Metal Fabrication apprenticeship. Her workplace learning forms part of a national apprenticeship route, with off-the-job phases and programme assessment.
Noah is employed by a small artistic forge as a workshop assistant and is learning decorative forging under supervision, but is not registered on a national apprenticeship. Noah can still be an employee with employment and safety rights, but must not describe the job as conferring the Metal Fabrication craft award.
The lesson is to check employment status, apprenticeship registration, award title and task authorisation separately.
Employment Law Fundamentals
Written terms
The WRC states that new employees must receive a written statement of specified core terms within five days of starting work and a fuller written statement of terms within one month. A craft apprentice works under a contract of apprenticeship or employment arrangement to which employment-rights legislation can apply, subject to the specific rules for apprentices.
For a metalwork learner, written terms should be read alongside the actual apprenticeship or training documentation. Check matters such as job title or category, start date, pay method, expected hours, probation where applicable, training entitlement, and any collective agreement, Registered Employment Agreement or Employment Regulation Order referenced in the statement.
Pay and sector coverage
Ireland's National Minimum Wage applies to most employees, but the WRC identifies a craft apprentice within the meaning of the relevant industrial-training legislation as an excluded category from the National Minimum Wage. This does not mean "an apprentice can be paid anything". Pay may arise from the apprenticeship arrangement, contract, a collective agreement, or an applicable statutory sectoral instrument.
Ireland — construction-sector example only: from 1 August 2026, the WRC construction Sectoral Employment Order lists apprentice hourly rates of €7.91 in Year 1, €11.87 in Year 2, €17.81 in Year 3 and €21.37 in Year 4. Do not apply these rates automatically to every forge, metal artist or Metal Fabrication apprentice. First verify whether the legal scope of that SEO covers the employment and then check the current WRC page.
This distinction is especially important in artistic metalwork. A decorative-gate commission may be installed on a construction project, but that fact alone does not allow you to guess the worker classification or statutory pay instrument.
Working time and rest
The WRC states that the maximum average working week is generally 48 hours, calculated over the applicable reference period. Employees are also entitled to statutory rest and break arrangements, including an 11-consecutive-hour daily rest period and a 24-consecutive-hour weekly rest period following daily rest. The WRC lists a 15-minute break where more than four and a half hours are worked.
Metalwork planning should treat fatigue as both a legal/work-organisation issue and a safety issue. Long or irregular hours can worsen judgement around hot metal, grinding, lifting and machinery.
Equality and dignity at work
The Employment Equality Acts cover areas including pay, vocational training, access to employment, work experience and promotion. The WRC lists nine prohibited grounds: gender, civil status, family status, sexual orientation, religious belief, age, disability, race, and membership of the Traveller community.
Inclusive training means more than avoiding overt discrimination. Tools, PPE sizing, instruction methods, access arrangements and assessment should enable learners to participate safely and fairly, with reasonable workplace and training supports where required.
Collective Bargaining and Industrial Relations
The Irish model
The WRC describes Ireland's industrial-relations system as essentially voluntary in nature. Collective bargaining is the process through which an employer or employers' organisation and one or more trade unions may negotiate matters such as pay, hours and procedures.
Where an employer recognises a representative trade union, a collective agreement may govern pay and other conditions of employment. Statutory legal minima still apply: collective bargaining can improve legal minimums but cannot lawfully reduce them. The WRC also explains that a discriminatory provision in a collective agreement can be challenged under the Employment Equality Acts.
Ireland's Industrial Relations Acts provide important parts of the statutory framework around dispute-resolution machinery, registered agreements and related procedures. The existence of statutory machinery does not change the WRC's description of the overall system as essentially voluntary.
Because the system is essentially voluntary, do not assume that trade-union membership by itself proves that an employer recognises that union for collective bargaining. Check the actual workplace arrangements and the relevant WRC or Labour Court framework.
Collective agreement, REA and SEO are not the same thing

Do not use "union rate", "SEO rate" and "minimum wage" as if they were synonyms. They come from different legal mechanisms.
Authentic example: raising a workshop issue
Suppose several workers in a metalwork shop are concerned about overtime patterns and excessive grinding noise.
The safety issue should be raised through the employer's safety arrangements, risk assessment and consultation process. Employees may select a Safety Representative under the 2005 Act.
The working-time issue should be checked against the contract, working-time law and any applicable collective terms.
The collective issue may be raised through a recognised trade union or agreed worker-representation process. If a dispute develops, WRC conciliation or other industrial-relations machinery may be relevant.
These routes can interact, but they are not interchangeable. A safety hazard should not be left unresolved while people wait for a pay negotiation, and a wage dispute is not automatically a health-and-safety complaint.
Occupational Safety and Forge-Specific Duties
Employer duties
Under the Safety, Health and Welfare at Work Act 2005, employers have extensive duties to protect employees. For this module, the key practical points are that employers must identify hazards, carry out written risk assessments, prepare a Safety Statement, provide information, instruction, training and supervision, plan for emergencies, provide suitable protective measures, and consult employees on safety and health.
The Safety Statement must be based on the risk assessment and explain how safety, health and welfare are managed. In a forge or metal-fabrication workshop, it should connect to real hazards, not exist as a document that no one uses.
Employee duties
The HSA explains that employees must take reasonable care of themselves and others, co-operate with the employer, attend required training, correctly use equipment and PPE according to instruction, and report dangerous work, defects and relevant contraventions as soon as practicable.
This means you should not bypass a guard, improvise with damaged tongs, defeat extraction, hide a defect, claim training you do not have, or continue a task you do not understand.
Safety consultation and representation
Employees have the right to be consulted about workplace safety arrangements and may select a Safety Representative. The HSA distinguishes a Safety Representative from a management safety officer: the representative's role is to represent employees in consultation, not to take over the employer's legal responsibility for managing safety.
Consultation should be early enough to influence decisions. In an artistic-metalwork shop, that may include a new power hammer, a different coating-removal process, a change in extraction, revised shift patterns or new hot-work arrangements.
Forge and fabrication hazards

Common hazards can include:
- Hot work: hot stock, scale, sparks, radiant heat and fire.
- Noise: hammering, grinding, cutting and fabrication machinery.
- Hand-arm vibration: powered hand tools and prolonged vibration exposure.
- Manual handling: awkward stock, fabricated assemblies, anvils, tooling and cylinders.
- Machinery safety: trapping, crushing, entanglement, cutting and ejected particles.
- Welding fumes: hazardous airborne contaminants whose composition depends on process, material, consumables, coatings, ventilation and work practice.
- Grinding: high-speed particles, wheel failure risk, noise, dust and vibration.
- Compressed gases: cylinder handling, storage, fire and process hazards.
- Chemical agents: coatings, cleaners, pickling products, paints and unknown residues.
- Housekeeping: trip hazards from stock, cables, hoses, offcuts and scale.
The HSA's welding guidance requires a risk assessment that considers process, material, gas, electrode or wire, location, ventilation, other welding activities and work practices. Controls can include reducing fume generation, suitable ventilation and local exhaust ventilation, with appropriate respiratory protective equipment where engineering measures do not adequately control exposure.
Do not heat, weld, grind or cut painted, plated, galvanised, contaminated or unidentified material unless the task-specific risk assessment and workplace procedure address the coating or contamination.
Hierarchy of controls
Use the hierarchy before relying on PPE alone:
Eliminate the hazard where reasonably practicable

Substitute a safer material or process

Engineering controls such as guarding or LEV

Administrative controls such as permits, training, exclusion zones and scheduling

PPE and RPE selected for the assessed residual risk

Check that controls actually work
PPE is important, but it is the last line in this hierarchy, not a substitute for controlling the hazard at source where that is reasonably practicable.
Tools and Materials in the Workplace Context

The labelled anvil above is useful vocabulary, but knowing a tool's name is not the same as being competent to use it safely.

Step-by-Step Demonstration: Planning a Supervised Forged Bracket
This demonstration is a planning and control sequence, not an instruction to carry out hot work independently. Any heating, forging, grinding or welding step must be demonstrated and supervised by a competent instructor or workplace supervisor using the local risk assessment and procedure.
- Read the brief. Confirm the current drawing, dimensions, finish, intended load or decorative purpose and acceptance criteria.
- Confirm your status and authorisation. Know whether the task is part of apprenticeship training, another training activity or ordinary employment, and confirm who is supervising you.
- Check the Safety Statement and task risk assessment. Identify the controls for heat, fire, noise, scale, machinery, fumes, manual handling and other relevant hazards.
- Identify the material. Verify section, grade and surface condition. Stop if the stock is unknown or has an unidentified coating or contamination.
- Prepare the controlled work area. Follow the workplace procedure for housekeeping, exclusion zones, fire precautions, ventilation, LEV where required, tools, PPE and emergency equipment.
- Complete pre-use checks. Use only tools and equipment you are trained and authorised to use. Report defects rather than improvising a repair during the task.
- Observe and carry out the supervised forming sequence. Follow the instructor's demonstrated sequence for heating and forming. Keep hot-work communication clear and never leave hot material where another person may mistake it for cold stock.
- Use secondary processes only if authorised. Grinding, drilling, welding or chemical finishing require their own controls and may require additional competence, extraction, permits or PPE.
- Check quality between stages. Compare dimensions, symmetry, twist, alignment and surface condition with the drawing rather than waiting until the end.
- Finish and cool according to the workplace procedure. Do not choose a quenching or cooling method by guesswork because it may affect material properties, distortion and safety.
- Inspect and document. Record relevant measurements, drawing revision, material information, defects, rework and supervisor sign-off where the system requires it.
- Close the job responsibly. Segregate reusable stock and scrap, dispose of hazardous waste correctly, return tools, report near misses, and leave the work area safe.

Quality Criteria for Vocational Metalwork
Good work is more than an attractive surface. Use criteria that can be checked:
- Conformity: dimensions, geometry, material and finish match the current drawing or agreed specification.
- Function: the component fits and performs its intended purpose without hidden interference or distortion.
- Craft quality: transitions, bends, tapers, scrolls, corners and surface work are controlled and intentional.
- Joining quality: any rivet, mechanical joint or weld meets the applicable drawing, procedure and acceptance criteria.
- Traceability: material, drawing revision, measurements, rework and sign-off are recorded where required.
- Safety: the process used to make the product followed the risk assessment, supervision and equipment controls.
- Repeatability: another competent person can understand the specification and reproduce the required result.
- Sustainability: waste, energy use and finishing choices are considered without compromising safety, durability or specification.
Sustainability in the Smithy and Metalwork Shop
Sustainability should be designed into the work rather than added after fabrication. Useful practices include accurate nesting and cutting to reduce offcuts, keeping identified reusable stock separate from unknown scrap, designing repairable components, choosing durable finishes appropriate to the environment, maintaining tools and extraction so they work efficiently, and segregating steel, stainless steel and non-ferrous scrap where the waste system requires it.
Traditional blacksmithing can support repair and long service life, but "recycled" does not automatically mean "safe to heat". Scrap must have a known identity and suitable surface condition before it enters a hot-work process.
Energy efficiency can include planning the work sequence to avoid unnecessary reheating, coordinating batches where the approved process allows it, maintaining forge equipment, and shutting down equipment according to the workplace procedure. Energy saving never justifies reducing ventilation, bypassing extraction or working beyond safe limits.
For artistic work, sustainability also includes cultural durability: designing objects that can be maintained, repaired, documented and understood by future craftspeople.

Think about a metalwork workplace you know or have observed. Which parts of the job are controlled by law, which by the employment contract, which by training rules, which by collective arrangements, and which by the employer's safety system?
Consider the statement: "I have been shown how to do it, therefore I am authorised to do it." What evidence would you need before accepting that statement in a real workshop?
Look at the hierarchy of controls. Where have you seen a workshop rely on PPE when a better engineering or organisational control might be available?
How could clear worker consultation improve both quality and safety when a new machine, material or production method is introduced?

A successful learner can provide evidence in four areas.
Knowledge evidence includes accurate use of Irish terms; identification of the HSA, WRC, NAO, QQI, Labour Court and NSAI; understanding of written terms, working time, collective agreements, REAs, SEOs, Safety Statements and the NFQ.
Skills evidence includes locating current official information, distinguishing legal minimums from contractual or collective terms, reading a risk-control hierarchy, checking qualification claims, interpreting a drawing revision and documenting quality checks.
Product evidence can include an authority map, apprenticeship infographic, annotated risk-control plan, mock collective-bargaining record, sustainable metalwork project plan and expert-review briefing.
Transfer evidence is shown when you can apply the same reasoning to a new metalwork workplace without assuming that another country, job title, certificate or pay instrument is automatically equivalent.
